Call to Order and Pledge of Allegiance The Wednesday, November 19, 2014, meeting of the Lombard Board of Fire and Police Commissioners convened at 7:02 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Chief of Police, Raymond Byrne Fire Chief, Paul DiRienzo Human Resources Administrator, Kathleen Dunne Police Administrative Coordinator Barbara Bartolotte C. Approval of Minutes It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey to approve the minutes from the regular meeting of October 24, 2014. Motion carried. D. Public Participation None. E. Payment of Bills The Board received Invoice #CE20141080 from College of DuPage for Fire Fighter Applicant testing in the amount of $3,520.00; and Invoice #1468 from Conrad Polygraph for 3 police entry-level candidates in the amount of $480.00. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve payment of the bills. Motion carried. Chairperson's Report Chairman William Dunne mentioned that he had a meeting with the Fire Department Management, Union representatives and the Human Resources Administrator. A portion of the meeting as to why Chairman Dunne was present, was to review the upcoming Battalion Chiefs testing process. It was determined that the Union and Management of the fire department will present to the Board a plan on how the assignment of merit and efficiencies will be determined. A proposal will be delivered to the Board members before December 6th, at which time a special meeting will be held at Fire Station 1 at 9:30 a.m. to discuss the proposals. G. Vice Chairperson's Report Nothing to report. H. Secretary's Report Nothing to report. I. Correspondence None. J. Unfinished Business The firefighter entry-level testing written and oral results are completed. Letters will be going out this week to candidates to submit their preference points. The arbitration/mediation for the promotional fire lieutenants assessment center portion of the test was on October 21st. The findings regarding same will be forthcoming shortly from the arbitrator. The battalion chief testing process is under development at this time. The Board would like to have one on one oral interviews with each candidate. Kathleen Dunne is working with Stanard on making this happen as well as having the assessment center portion of the testing process videotaped, which will then be locked up by Stanard in case any issues arise in the future. New Business It was moved by Secretary Kenneth Florey, seconded by Chairman William Dunne, to decline conditional offers of employment to two entry-level police candidates, Andrew Anderson and Alex MacDougall.
