A. Call to Order and Pledge of Allegiance
The Friday, January 23, 2015, meeting of the Lombard Board of Fire
and Police Commissioners convened at 7:06 a.m. in the Lombard
Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois.
B. Roll Call of Members
Present:

Police Administrative Coordinator, Barbara Bartolotte
C. Approval of Minutes
It was moved by Vice Chairman Thomas Rachubinski, seconded by
Secretary Kenneth Florey to approve the minutes from the regular
meeting on November 19, 2014, and the special meeting on
December 5, 2014. Motion carried.
D. Public Participation
None.
E. Payment of Bills
The Board received invoice SA000027048 (Entry-level firefighter oral
interview process) in the amount of $2325.67, SA000027238 (Fire
Lieutenant promotional testing process) in the amount of $3765.50,
and SA000027241 (Battalion Chief promotional testing process) in the
amount of $4,125.00, from Stanard & Associates; Invoice #173327 in
the amount of $117.00 from Klein, Thorpe and Jenkins; and Invoice
#1484 in the amount of $160.00 and Invoice #1525 in the amount of
$800.00 from Conrad Polygraph for 6 police entry-level candidates. It
was moved by Vice Chairman Rachubinski, seconded by Secretary
Florey to approve payment of the bills. Motion carried.

I. Correspondence
The Board received correspondence from Fire Lt. Gallione regarding a
written verbal reprimand to a firefighter paramedic; a written reprimand
from Fire Lt. Sally to a firefighter paramedic; resignation memo from
probationary firefighter Daniel Stevenson to Fire Chief DiRienzo
stating his last day with the department is January 12, 2015;
resignation memo from probationary police officer Jason DeMark to
Chief Raymond Byrne, stating his last day with the department is
December 3, 2014; and correspondence from Police Chief Raymond
Byrne regarding police officer testing process stating "The municipality
may not charge or collect any fee from an applicant who has met all
prequalifications standards established by the municipality for any
such position."

J. Unfinished Business
It was moved by Vice Chairman Thomas Rachubinski, seconded by
Secretary Kenneth Florey to approve the "final" firefighter eligibility list.
Motion carried.
It was moved by Vice Chairman Thomas Rachubinski, seconded by
Secretary Kenneth Florey to approve for Fire Chief DiRienzo to start
conducting polygraphs for firefighter candidates off of the new
eligibility list. The Fire Department is looking to hire 4 firefighters.
Motion carried.
Regarding the Fire Lt. promotional process: The grievance was settled
to redo the assessment center portion only of the testing process.
February 27th will be the new testing date, conducted by Stanard &
Associates and Saturday February 28th the Board of Fire and Police
Commissioners will be conducting oral interviews with those
candidates starting at 10:00 a.m.
Regarding the Fire Battalion Chief promotional testing process: The
testing was posted on January 15, the assessment for same will be
March 23, 2015. Stanard & Associates will be conducting the
assessment center portion and oral interviews will be conducted by
the Board of Fire and Police Commissioners on that evening. Fire
Chief DiRienzo is expecting 3 candidates to apply.
K. New Business
It was moved by Vice Chairman Thomas Rachubinski, seconded by
Secretary Kenneth Florey to start the process through Stanard &
Associates for entry-level police testing. The Chief also asked for the
Board's permission that candidates pass all 4 portions of the test with
a 70% or greater, moved by Vice Chairman Rachubinski, seconded by
Secretary Florey. Both motions carried.

It was moved by Vice Chairman Thomas Rachubinski, seconded by
Secretary Kenneth Florey, to recess to Executive Session at 7:16 a.m.
Motion carried

The regular meeting of the Lombard Board of Fire and Police
Commissioners reconvened at 7:26 a.m.

It was moved by Vice Chairman Thomas Rachubinski, seconded by
Secretary Kenneth Florey, to deny conditional offers of employment to
police entry-level candidates, Paul Srodulski, Richard Malek, Michael
Zahalka, Ken Albro and Dennis Delgado. Motion carried.
O. Adjournment
It was moved by Vice Chairman Thomas Rachubinski, seconded by
Secretary Kenneth Florey, to adjourn the regular meeting of the
Lombard Board of Fire and Police Commissioners at 7:28 a.m.
Motion carried.
