Call to Order and Pledge of Allegiance The Friday, May 8, 2015 special meeting of the Lombard Board of Fire and Police Commissioners convened at 7:00 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Fire Chief, Paul DiRienzo Deputy Chief of Police, Thomas Wirsing Jason Guisinger, Esq. Human Resources Administrator, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the minutes from the regular meeting on April 24, 2015. Motion carried. D. Public Participation None. E. Payment of Bills The Board received invoice SA000028249 in the amount of $395.00 from Stanard & Associates for a personality evaluation for a firefighter candidate; Invoice #1667 in the amount of $640.00 from Conrad & Associates for polygraphs for 4 police candidates; and Invoice #175513 in the amount of $351.00 from Klein, Thorpe and Jenkins for legal services. Correspondence The Board received a memorandum from Village Manager, Scott Niehaus regarding authorization to proceed with the promotion of 1 fire battalion chief and 1 fire lieutenant promotion. The Board received a memorandum from Fire Lieutenant Brian Stuart regarding Right of Review. J. Unfinished Business Regarding the Right of Review - Attorney Steve Orwitz introduced himself. Mr. Orwitz is the attorney for both the Fire Union and Fire Lt. Brian Stuart. Brian Stuart summarized his situation and concerns regarding the right of review regarding the Fire Lieutenants testing process. Lt. Stuart would like the Board to consider his concerns and come to a decision regarding same. K. New Business L. Other Business M. Executive Session It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to break to Executive Session at 7:27 a.m. Motion carried. Reconvene The special meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:49 a.m. Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Fire Chief, Paul DiRienzo Deputy Chief of Police, Thomas Wirsing Jason Guisinger, Esq. Human Resources Administrator, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey to deny conditional offers of employment to two police candidates (Sebastian Dembinski, Shannon Beauchamp). Motion carried. It was moved by Secretary Kenneth Florey, seconded by Chairman William Dunne to deny Fire Lt. Brian Stuarts's request for Right of Review. Motion carried. It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey to approve promotion of Fire Lieutenant Al Green to Fire Battalion Chief. Motion carried. It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to approve the promotion of firefighter/paramedic Brad Delatorre to Fire Lieutenant. Motion carried.
