Call to Order and Pledge of Allegiance The Wednesday, August 24, 2016 meeting of the Lombard Board of Fire and Police Commissioners convened at 4:00 p.m. in the Lombard Police Department Chief's Conference Room, 235 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Interim Fire Chief, Patrick Gericke Police Deputy Chief, Thomas Wirsing Police Deputy Chief, Roy Newton Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey to approve the minutes from the Regular Meeting on September 18, 2015 and the Regular Meeting on July 28, 2016. Payment of Bills The Board received invoice #184369 from Klein, Thorpe and Jenkins in the amount of $891.75 regarding research on firefighter hiring issues, reviewing of documents, research and review decision to reject candidate after conditional offer of employment and attendance of Board of Fire and Police Commissioners meeting; invoice #SA000032040 from Stanard & Associates in the amount of $1,580.00 for personality evaluations for 4 firefighter candidates; and invoice #2147 from Conrad Polygraph in the amount of $80.00 for a polygraph for a police candidate. It was moved by Chairman William Dunne, seconded by Secretary Kenneth Florey to approve payment of all bills. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report H. Secretary's Report I. Correspondence The Board received a memo from Interim Fire Chief, Patrick Gericke to a Battalion Chief regarding a written reprimand. Unfinished Business Chief Byrne presented the Board with a copy of the Board of Fire and Police Commissioner's Rules and Regulations Section 14, Additional Examinations and Tests. He informed the Board for informational purposes only that the Board cannot reject a candidate solely on the fact that the candidate had an untruthful response to a question on their polygraph. Pre or post admissions that the Board is in disagreement with is the only way they can deny a candidate solely based on their polygraph. Chief Byrne presented the Board with a memo requesting a proposed amendment to the Board of Fire and Police Commissioners Rules and Regulations, specifically Chapter IV, Section 1 - Promotional Selection Process. The current rule reveals that only non-probationary members of the department may test for the Lieutenant's Exam. The Chief is asking the Board to revise the wording to remove "only non-probationary" members of the department text for the testing process for the Lieutenant's Exam of the Rules and Regulations. The Board wishes to review this request further and will re-address the requested changes at the next Board of Fire and Police Commissioners meeting. Interim Fire Chief Gericke mentioned there is a new bargaining agreement signed with the fire department. A large component of the changes in the new bargaining agreement is the promotional process. The Chief asked the Board if they would like to make those changes to reflect their Rules and Regulations. The Board requested that the Fire Chief send each Board member a copy of the new bargaining agreement and the Board will review the bargaining agreement and re-address this at the next Board meeting. Human Resources Director, Kathleen Dunne asked the Board to approve the oral interview testing process to begin for entry-level firefighter candidates. The current list expires in December. She is asking the Board's permission to have Stanard & Associates handle the oral interview questions portion of the test. It was approved by the Board to move forward with Stanard & Associates to handle same. K. Executive Session It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to recess to executive session at 4:33 p.m. Motion carried. N. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 4:50 p.m. Present: Chairman, William Dunne Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Interim Fire Chief, Patrick Gericke Police Deputy Chief, Thomas Wirsing Police Deputy Chief, Roy Newton Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski to deny a conditional offer of employment for police candidate Brian Desaulniers. Motion carried. O.
