Call to Order and Pledge of Allegiance The Friday, March 24, 2017 regular meeting of the Lombard Board of Fire and Police Commissioners convened at 6:35 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Fire Chief, Rick Sander Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey to approve the minutes from the Regular Meeting on February 24, 2017 and the Special Meeting on March 9, 2017. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice# 187590 in the amount of $567.00 and Invoice# 188059 in the amount of $1,197.00 from Klein, Thorpe and Jenkins for legal services and expenses regarding fire and police promotions and attorney attendance at Board of Fire and Police Commissioner meetings. It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey to approve payment of the bills. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report Village of Lombard Page 1 Board of Fire and Police Minutes - Final March 24, 2017 Commissioners H. Secretary's Report I. Correspondence The Board received correspondence from Police Chief Raymond Byrne regarding the resignation of a police officer. Memo from Village Manager Scott Niehaus to the Board authorizing the hiring of a police officer. A letter of appreciation to 6 police officers from Chief Ray Byrne commending the officers for their coordinated efforts and teamwork regarding an Aggravated Battery Investigation. J. Unfinished Business Fire Chief Rick Sander provided the Board with a timeline schedule for the fire lieutenant promotional testing process. The Chief is requesting that the Board let him know what dates and times are good with them September 5-September 22 for their oral interviews with the candidates. There are 17 eligible firefighter candidates. K. New Business L. Other Business M. Executive Session It was moved by Vice Chairman Thomas Rachubinski seconded by Secretary Kenney Florey to recess to executive session at 6:40 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 6:51 a.m. Present: Vice Chairman, Thomas Rachubinski Secretary, Kenneth Florey Guests: Police Chief, Raymond Byrne Fire Chief, Rick Sander Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Bartolotte It was moved by Vice Chairman, Thomas Rachubinski, seconded by Secretary, Kenneth Florey to deny background investigations for firefighter candidates, Joren Bublitz and Jacob Nihells, and to move forward with background investigation with firefighter candidate Kevin Matthews. Motion carried. It was moved by Vice Chairman, Thomas Rachubinski, seconded by Secretary, Kenneth Florey to approve a conditional offer of employment to police candidate, Michelle Duhr. Motion carried. O.
