A. Call to Order and Pledge of Allegiance
The Friday, June 23, 2017 meeting of the Lombard Board of Fire and
Police Commissioners convened at 7:00 a.m. in the Lombard Village
Hall Board Room, 255 E. Wilson Avenue, Lombard, Illinois.

C. Approval of Minutes
It was moved by Chairman Thomas Rachubinski, seconded by Vice
Chairman Kenneth Florey to approve the minutes from the regular
meeting on May 19, 2017 and the special meeting on June 5, 2017.
Motion carried.
D. Public Participation
E. Payment of Bills
The Board received invoice#00045077-00 from Elmhurst Occupational
Health in the amount of $555.00 for medical screening for a firefighter
candidate; and invoice#SA000034456 from Stanard & Associates in
the amount of $395.00 for a personality evaluation for a firefighter
candidate. It was moved by Chairman Thomas Rachubinski,
seconded by Kenneth Florey to approve payment of the bills. Motion
carried.

I. Correspondence
The Board received a copy of two Letters of Appreciation from Police
Chief Raymond Byrne addressed to multiple officers regarding
criminal damage to property incidents and the officers hard work and
efforts on solving the incidents and the apprehension of burglary
suspects at North American Firearms; a copy of a memo from Village
Manager Scott Niehaus regarding authorization to hire 3 police
officers; and a copy of a memo from Fire Chief Rick Sander
addressed to a fire lieutenant regarding a notice of suspension.
J. Unfinished Business
Police Chief Raymond Byrne updated the Board that the written test
has been completed for the sergeant and lieutenant promotional
testing portion. The next phase is the assessment centers which are
scheduled. The Chief asked the Board for a date they are available to
choose the questions for their interview portion of the testing process.
The Board determined that Barb Bartolotte will email the Board
members and schedule a date to choose the interview questions and
also set up the interview dates for the candidates with Board
members.
Police Chief Raymond Byrne asked the Board for approval to move
ahead with the testing process with Stanard & Associates to compile a
new police officer eligibility list as the current list expires in September
2017. Also the Chief asked if the Board would approve a minimum 1
year police officer experience on the new lateral police officer eligibility
list. The current rule is 2 years minimum experience and the Chief will
work with Attorney Jason Guisinger to see if the rule can be changed
to 1 year police experience. The Board approved both requests.
Fire Chief Rick Sander requested dates in early September that the
Board is available to interview the fire lieutenant candidates. There
will be 16 candidates. Barb Bartolotte will email the Board with dates
to choose from.

K. New Business
Fire Chief Rick Sander informed the Board that their new firefighter
candidate will be starting July 10. He also informed the Board that 4
firefighters will be coming off of their 1 year probation period on July
11. Firefighters Alex Putz, Kevin Wnek, Robert Blockinger and Kyle
Straughn.
Fire Chief Rick Sander informed the Board that the Red T-Shirt
program is a nationwide campaign that started after September 11th
to support our troops. The Chief authorized firefighters that wish to
wear the Red T-Shirt to do so from Memorial Day weekend through
Labor Day weekend. The Red T-Shirts will only be worn on Fridays.
It was moved by Vice Chairman Kenneth Florey, seconded by
Chairman Thomas Rachubinski to not move forward with a
background investigation for a police candidate. A letter of denial will
be sent to the police candidate. Motion carried.

Chairman Kenneth Florey to adjourn the regular meeting of the
Lombard Board of Fire and Police Commissioners at 7:16 a.m.
