Call to Order and Pledge of Allegiance The Friday, June 22, 2018 meeting of the Lombard Board of Fire and Police Commissioners convened at 7:45 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to approve the minutes from the regular meeting on May 18, 2018 and the special meeting on May 29, 2018. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice #196082 in the amount of $1247.00 from Klein, Thorpe and Jenkins for legal services; Invoice #SA000037726 in the amount of $13,309.23 from Stanard & Associates for 2018 Fire Battalion Chief testing process; Invoice #SA000037662 in the amount of $790.00 from Stanard & Associates for 2 personality evaluations for police candidates. It was moved by Vice Chairman, Kenneth Florey and seconded by Chairman, Thomas Rachubinski to approve payment of the bills. Motion carried. F. Correspondence The Board received a copy of a memo from Lt. Malatia to Chief Newton stating that Officer Herrera concluded his 2 year probationary period; a copy of a memo from Village Manager, Scott Niehaus approving authorization to proceed with the hiring of 1 police officer; a copy of a letter from Officer Klecka giving his notice to retire; a copy of a letter from Officer Pawlowski resigning from the police department; a copy of a letter from Officer Poindexter resigning from the department; a copy of the 2018 Intergovernmental Agreement between the Lombard Fire Department and COD cancelling same; a copy of a memo from Chief Newton to Detective Postal and Officer Boccassini recognizing the officers for a life saving award on a cardiac arrest victim; copy of a Letter of Appreciation from Chief Newton to Detective Bichel regarding the Honor Guard Team; copy of a Letter of Appreciation from Chief Newton to Sgt. Mike Chudzinski on a traffic stop/drug arrest; and copies of 9 letters to various fire department personnel and police department personnel from Village President, Keith Giagnorio congratulating them for their life-saving award from Good Samaritan Hospital. J. Unfinished Business The Board decided to table the decision until the next meeting regarding the new proposed firefighter/testing process. New Business It was moved by Vice Chairman, Kenneth Florey, seconded by Chairman, Thomas Rachubinski to approve testing for a Lateral Police Officer Eligibility List. Motion carried. It was moved by Chairman, Thomas Rachubinski seconded by Vice Chairman, Kenneth Florey to approve the 2018 Battalion Chief Final Eligibility List. Motion carried. It was moved by Vice Chairman, Kenneth Florey, seconded by Chairman, Thomas Rachubinski to promote Fire Lieutenant Mike Heimbecker to Battalion Chief and Firefighter/Paramedic Gabe Suto to Fire Lieutenant. Motion carried. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:02 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:10 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send denial letters to firefighter/paramedic candidates Patrick Felde and Matthew Meier. Motion carried. O.
