Call to Order and Pledge of Allegiance The Friday, December 21, 2018 meeting of the Lombard Board of Fire and Police Commissioners convened at 7:48 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to approve the minutes from the regular meeting on November 30, 2018. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice #83002 from Elmhurst Occupational Health in the amount of $360.00 for a firefighter candidate medical testing; Invoice #87868 from Elmhurst Occupational Health in the amount of $640.00 for a police candidate for medical testing; Invoice #3167 from Conrad Polygraph in the amount of $640.00 for polygraph examinations for 4 firefighter candidates; Invoice #C44014A from IOS Solutions in the amount of $4,035.00 for firefighter entry level oral interview testing. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. F. Correspondence The Board received correspondence from Firefighter Dudley Elvery regarding his notice of retirement; and a copy of a Letter of Commendation from Police Chief Roy Newton addressed to Police Officer Scott Klecka regarding his exceptional professionalism and bravery on a shots fired call. J. Unfinished Business K. New Business It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to promote Firefighter, Joseph Shark to Fire Lieutenant. Motion carried. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to adjourn to executive session at 7:59 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:11 a.m. Present: Chairman, Thomas Rachubinski Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to send denial letters of employment to police candidates Andrielle Cap, Robert Forgue, Drew Stephens and firefighter/paramedic candidate Phil Sinetos. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to extend conditional offers of employment to police candidates Marshon Balthazar, Abigail Lauer and firefighter/paramedic candidate Brian Kurth. Motion carried. O.
