Call to Order and Pledge of Allegiance The Friday, June 7, 2019 Special Meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, IL 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to approve the minutes from the regular meeting on April 26, 2019 and the special meeting on May 20, 2019. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#3412 from Conrad Polygraph in the amount of $640.00 for polygraphs for 4 firefighter candidates; Invoice#SA40812 from Stanard & Associates in the amount of $395.00 for a personality test for a police officer candidate; and Invoice#SA41086 from Stanard & Associates in the amount of $750.00 for a personality test for a police officer candidate on a Saturday. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. F. Unfinished Business K. New Business It was agreed upon that the proposed changes to the Board of Fire and Police Commissioners Rules and Regulations be tabled to a future Board meeting. It was agreed upon that the proposed changes to Conrad Polygraph's suggestion that questions be changed from 10 to 8 be tabled to a future Board meeting. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to adjourn to executive session at 8:16 a.m. Motion carried. Reconvene The meeting of the Board of Fire and Police Commissioners reconvened at 8:47 a.m. Present: Chairman, Thomas Rachubinski Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Administrative Coordinator, Barbara Bartolotte It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to extend a conditional offer of employment to police candidate, Philip Biondo and a denial letter of employment to police candidate, Nicholas Nelson. Motion carried It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to extend a conditional offer of employment to firefighter candidate, Addison Clark. Motion carried. O.
