Call to Order and Pledge of Allegiance The Friday, August 23, 2019 regular meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Lombard Village Hall Board Room, 255 East Wilson, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski seconded by Vice Chairman, Kenneth Florey to approve the minutes from the regular meeting on July 25, 2019. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#204162 from Klein, Thorpe and Jenkins in the amount of $440.00 for attorney to attend Board meeting; Invoice#3535 from Conrad Polygraph in the amount of $827.50 for six polygraphs for police and fire; Invoice#SA000041632 from Stanard & Associates in the amount of $395.00 for a personality evaluation for a firefighter/paramedic candidate. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to approve payment of all bills. Motion carried. F. Unfinished Business The Board decided to review and make changes where necessary to the Board of Fire and Police Rules and Regulations spread out to the next 3 meetings, starting at the September meeting. K. New Business L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Secretary Kyle Dolan to adjourn to executive session at 8:05 a.m. Motion carried. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:15 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Bartolotte It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send a denial letter to police candidate, Zachary Engstrom. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend a conditional offer of employment to police candidates, Santiago Muratalla and Chadwick Kennedy. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to proceed with background investigations for 4 firefighter/paramedic candidates.
