Call to Order and Pledge of Allegiance The Friday, June 19, 2020 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to approve the minutes from the Regular Meeting on January 24, 2020 and the Special Meeting on March 20, 2020. Motion carried. D. Public Participation Village of Lombard Page 1 Board of Fire and Police Minutes - Final June 19, 2020 Commissioners E. Payment of Bills The Board received Invoice#209614 from Klein, Thorpe and Jenkins in the amount of $550.00 regarding communications for the firefighter promotional testing process and edit of contract; Invoice#00117051 from Elmhurst Occupational Health in the amount of $650.00 for medical screening for a firefighter/paramedic to be hired; Invoice#SA000043463 from Stanard & Associates in the amount of $3,439.10 for the 2020 police officer entry-level testing, scoring and reporting of results; Invoice#SA000043525 from Stanard & Associates in the amount of $395.00 for the personality evaluation for an entry level firefighter/paramedic; Invoice#SA000044097 from Stanard & Associates in the amount of $9,100.00 for the 2020 police sergeant and lieutenant promotional process and assessment center development; Invoice#3761 from Conrad Polygraph in the amount of $320.00 for 2 polygraphs for firefighter/paramedic candidates; Invoice#3918 from Conrad Polygraph in the amount of $320.00 for 2 polygraphs for firefighter/paramedic candidates; and Invoice#3940 from Conrad Polygraph in the amount of $160.00 for a polygraph for a firefighter/paramedic candidate. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report H. Secretary's Report I. Correspondence The Board received two memorandums from Village Manager, Scott Niehaus regarding the authorization to hire 1 police officer and to proceed to promote 1 police sergeant and 1 police lieutenant; Certificates of Appointment for completing 2 year probation period for Officer Shemsiu and Officer Barylowicz; a copy of a Letter of Appreciation from Police Chief, Roy Newton addressed to Det. Camuy and Det. Postal; and a copy of a Letter of Commendation from Police Chief, Roy Newton to Sgt. Jim Kohl regarding planned peaceful protest. J. Unfinished Business Village of Lombard Page 2 Board of Fire and Police Minutes - Final June 19, 2020 Commissioners K. New Business Chief Newton reminded the Board that their oral interviews with police candidates are scheduled for September 8, 9 and 10 for the 2020 police officer promotions. All three dates may not be needed and the Chief will keep the Board apprised of how many candidates pass the written portion of the testing process and if all three dates will be needed. The Chief will submit his merit and efficiency points to the Board prior to the written test. Police Chief Newton also apprised the Board that himself, Village Manager, Scott Niehaus and Village President, Keith Giagnorio met with the Lombard Allies for Racial Justice Group. One of the topics that they were interested in was what role the Board of Fire and Police Commissioners has in the hiring process of police officers. Chief Newton explained to the Organization our hiring process and how each candidate goes through a polygraph examination, personality evaluation, medical examination and extensive background investigation which the Board reviews before making their decision on whether to hire or not. The Board agreed to meet Monday, September 21st and Tuesday, September 22nd from 3:00 p.m to 7:00 p.m. for the fire lieutenant oral interviews. There are 10 candidates going through the process. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to adjourn to executive session at 8:30 a.m. Motion carried. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:40 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan, to extend a conditional offer of employment to police candidate, Joseph Benner, send a denial letter of employment to police candidate, Ryan Perez and proceed with background investigation for police candidate, Esteban Mendez. Motion carried. O.
