Florey and Kyle Dolan Board of Fire and Police Minutes - Final October 16, 2020 Commissioners A. Call to Order and Pledge of Allegiance The Friday, October 16, 2020 Special Meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Secretary, Kyle Dolan, seconded by Chairman, Thomas Rachubinski, to approve the Regular Meeting on September 25, 2020. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice# 4058 from Conrad Polygraph in the amount of $160.00 for a polygraph for a police candidate; Invoice# 007095 from Stephen A. Laser Associates in the amount of $1,100.00 for personality evaluations for 2 police candidates; Invoice# SA000044952 from Stanard & Associates in the amount of $14,388.15 for the 2020 police sergeant and police lieutenant promotional processes. It was moved by Secretary, Kyle Dolan, seconded by Chairman, Thomas Rachubinski to approve payment of all bills. Motion carried. Correspondence The Board received a copy of a memorandum from Police Sgt. Mike Clark requesting to apply his military points for the Police Lieutenant Eligibility List; Certificate of Appointment for Probationary Police Officer, Dylan Anger. J. Unfinished Business It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle to approve the Police Sergeant and Police Lieutenant Eligibility Lists. Motion carried. K. New Business It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to approve the Initial Fire Lieutenant Eligibility List. Motion carried. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to adjourn to executive session at 8:10 a.m. Motion carried. Reconvene The Special Meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:33 a.m. Present: Chairman, Thomas Rachubinski Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Attorney, Jason Guisinger Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to promote Police Sergeant Jim Kohl to Police Lieutenant and promote Police Officer Vicente Roman to Police Sergeant. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to send denial letters of employment to police candidates, Joshua Uthe, Darryl Ragsdale and Jee Kim. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Secretary, Kyle Dolan to extend a conditional offer of employment to police candidate, Christine Clemons and proceed with a background investigation for police candidate, Bianca Gutierrez.
