Call to Order and Pledge of Allegiance The Friday, January 8, 2021 Special Meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Deputy Fire Chief, Ray Kickert Jason Guisinger, Attorney Human Resources Director, Kathleen Dunne C. Approval of Minutes D. Public Participation E. Payment of Bills The Board received Invoice#4181 from Conrad Polygraph in the amount of $480.00 for 3 firefighter/paramedic candidates polygraphs; Invoice#4182 from Conrad Polygraph in the amount of $160.00 for a police candidate polygraph; Invoice#SA000045861 from Stanard & Associates in the amount of $395.00 for a personality evaluation for a police candidate; Invoice#214277 from Klein, Thorpe and Jenkins in the amount of $264.00 for attorney attendance at Board of Fire and Police Commissioner meeting on 10/16/20. It was moved by Vice Chairman, Kenneth Florey seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. Chairperson's Report Chairman, Thomas Rachubinski requested a report of all legal bills from the Board of Fire and Police Commissioner Meetings paid in 2020. G. Vice Chairperson's Report H. Secretary's Report I. Correspondence J. Unfinished Business Pursuant to the Board's authority under Section 10-2.1-14 of the Board of Fire and Police Commissioners Act to prefer a certified police officer for appointment over a non-certified police officer for appointment. It was moved by Attorney, Jason Guisinger that police candidate David Bily be appointed to entry level rank of the police department, seconded by Vice Chairman, Kenneth Florey. Motion carried. K. New Business Deputy Chief of Fire, Ray Kickert read a written statement from Fire Chief Rick Sander to the Board regarding the promotional testing process used by the vendor TPS explaining in more detail the memo he sent to the Board previously that was submitted. The Fire Chief wishes to continue to use TPS as their vendor for the fire department promotional testing. It was discussed that vendor information will be given to the Board members prior to the next meeting and a vendor for the Fire Battalion Chief promotional testing process will be chosen at the next meeting. Also, a Union Representative of the fire department will reach out to the Chairman to discuss same. L. Other Business M. Executive Session It was moved by Vice Chairman, Kenneth Florey seconded by Secretary, Kyle Dolan to adjourn to executive session at 8:47 a.m. Motion carried. Reconvene The Meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:51 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Deputy Fire Chief, Ray Kickert Jason Guisinger, Attorney Human Resources Director, Kathleen Dunne It was discussed that the police candidate that was passed over due to not already being a certified police officer would receive a letter from the Police Chief. The letter will state why she was passed over for an already certified police officer on the eligibility list because SLEA Academy closed due to COVID. This candidate will be given a final offer of employment at the February meeting because the SLEA Police Academy opens back up March 15. O.
