Call to Order and Pledge of Allegiance The Wednesday, April 28, 2021 regular meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve the minutes from the regular meeting on March 24, 2021. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#4255 from Conrad Polygraph in the amount of $480.00 for 3 polygraphs for firefighter/police candidates; Invoice#4300 from Conrad Polygraph in the amount of $347.50 for 3 polygraphs for firefighters; Invoice#00132208 from Elmhurst Occupational Health in the amount of $781.00 and $245.00 for a firefighter candidate pre-employment medical testing; Invoice#00134072 from Elmhurst Occupational Health in the amount of $702.00 and $115.00 for a police candidate pre-employment medical testing. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. Correspondence The Board received a copy of a memorandum from Fire Chief Sander regarding Chief Fire Officer Designation given to Deputy Chief of Fire Ray Kickert; memorandums from Police Lt. Jim Kohl recommending Ofc. Fairbairn and Ofc. Kasher be given full time police officer status as they completed their 2 year probationary period. J. Unfinished Business K. New Business L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:05 a.m. Motion carried. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:34 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Fire Administrative Coordinator, Sheila York Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend a final offer of employment to police candidate, Ethan Loh and conditional offers of employment to police candidates, John Malatia and Joseph Wuorenma. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send a denial letter of employment to police candidate, Raul Mexicano-Loredo. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send a denial letter of employment to firefighter/paramedic candidate, Timothy Tesch.
