Call to Order and Pledge of Allegiance The Wednesday, August 17, 2022 Special Meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Deputy Chief of Police, Tom Wirsing Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve the minutes from the Special Meeting on June 14, 2022 and the Regular Meeting on June 29, 2022. Motion carried. D. Public Participation Village of Lombard Page 1 Board of Fire and Police Minutes - Final August 17, 2022 Commissioners E. Payment of Bills The Board received Invoice #227323 in the amount of $220.00 from Klein, Thorpe and Jenkins for attorney attendance at the Board of Fire and Police Commissioners meeting and revisions to proposed amendments to the BOFPC Rules and Regs; Invoice #SA000051025 in the amount of $900.00 and Invoice #SA000051026 in the amount of $1350.00 from Stanard & Associates for personality evaluations for 3 firefighter and 2 police candidates; Invoice #4969 in the amount of $1920.00 from Conrad Polygraph for polygraph examinations for 12 police candidates, Invoice #5022 in the amount of $1040.00 for polygraph examinations for 7 firefighter candidates, Invoice #5078 in the amount of $827.50 for polygraph examinations for 6 police candidates, Invoice #5130 in the amount of $360.00 for polygraph examinations for 2 firefighter candidates, Invoice #5131 for $927.50 for polygraph examinations for 6 police/firefighter candidates. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report H. Secretary's Report I. Correspondence The Board received a copy of 2 memorandums from Police Chief, Roy Newton addressed to 2 police officers regarding written reprimands. J. Unfinished Business K. New Business L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:02 a.m. Motion carried. Reconvene The Special Meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:17 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Deputy Chief of Police, Tom Wirsing Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send conditional offers of employment to police officer candidates Patrick Zolfo, Tyler Schuerg and firefighter/paramedic candidates Ryer Essenburg, Joseph Wintercorn and Thomas Flynn. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send denial letters of employment to police candidates David Berglind, Andrew Lopez and Ryan DiBiase. Motion carried. O.
