Call to Order and Pledge of Allegiance The Thursday, December 15, 2022 special meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes D. Public Participation E. Payment of Bills The Board received Invoice# SA000052540 from Stanard & Associates in the amount of $450.00 for a personality evaluation for a firefighter candidate; Invoice# 5326 from Conrad Polygraph in the amount of $27.50 for a shared polygraph for a police candidate; and Invoice# 230009 from Klein, Thorpe and Jenkins in the amount of $176.00 for reviewing hiring issues for the fire department and testing options. It was moved by Secretary, Kyle Dolan, seconded by Vice Chairman, Kenneth Florey to approve payment of all bills. Motion carried. F. Chairperson's Report G. Correspondence The Board received a Letter of Appreciation addressed to Police Officer, Dan Herrera from Chief Newton thanking him for being the class coordinator for the Citizen's Police Academy. J. Unfinished Business K. New Business It was discussed that the fire department wishes to go to an alternative to the oral interview process for the upcoming eligibility list. Situation-Based Styles Assessment. This test is administered immediately following the written test. It uses scenario-based questions which the candidates have to rank the priorities of their actions much like they would score in an oral interview. The Board agreed that the fire department may move forward with this Situation-Based Styles Assessment in place of the oral interviews. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:05 a.m. Motion carried. Reconvene The special meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:16 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Jason Guisinger, Attorney Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend a conditional offer of employment to police candidate, Julian Behena. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend final offers of employment to police candidate, Kyle McNamara and firefighter/paramedic candidate Jackson Wulf. Motion carried. O.
