Call to Order and Pledge of Allegiance The Monday, November 20, 2023 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Tom Wirsing Fire Chief, Rick Sander Fire Deputy Chief, George Hyland Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Secretary, Kyle Dolan, seconded by Vice Chairman, Kenneth Florey to approve the minutes from the regular meeting on September 22, 2023, special meeting on October 11, 2023, regular meeting on October 24, 2023 and special meeting on November 8, 2023. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice# 5803 from Conrad Polygraph in the amount of $180.00 for a polygraph for a firefighter candidate; Invoice# SA000055458 from Stanard & Associates in the amount of $450.00 for a personality evaluation for a police officer candidate; Invoice #8412 from Theodore Polygraph in the amount of $400.00, Invoice# 8414 in the amount of $400.00, Invoice# 8419 in the amount of $400.00, Invoice# 8420 in the amount of $600.00 for 9 police officer candidate polygraphs. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. Correspondence The Board received a copy of a Letter of Appreciation addressed to Detective Franken from Chief of Police, Tom Wirsing regarding his hard work and effort for an investigation regarding a home invasion. A memorandum addressed to Chairman, Thomas Rachubinski from Village Manager, Scott Niehaus regarding the authorization to proceed with the hiring of 3 police officers. J. Unfinished Business K. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:06 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:14 a.m. Present: Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Tom Wirsing Fire Chief, Rick Sander Fire Deputy Chief, George Hyland Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship It was moved by Secretary, Kyle Dolan, seconded by Vice Chairman, Kenneth Florey to send a denial letter of employment to firefighter candidate, Jeff Dore and a conditional offer of employment to firefighter candidate Noah Plunge. Motion carried. O.
