Call to Order and Pledge of Allegiance The Friday, February 9, 2024 special meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Village Manager, Scott Neihaus Police Chief, Tom Wirsing Fire Deputy Chief, George Hyland Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve the minutes from the regular meeting on December 28, 2023 and the special meeting on January 19, 2024. Motion carried. D. Public Participation Village of Lombard Page 1 Board of Fire and Police Minutes - Final February 9, 2024 Commissioners E. Payment of Bills The Board received Invoice #SA000039090 from Stanard & Associates in the amount of $790.00 and Invoice #SA000056613 in the amount of $990.00 for personality evaluations for 4 police candidates and a firefighter candidate; Invoice #5929 from Conrad Polygraph in the amount of $1,260.00 and Invoice #5894 in the amount of $59.00 for polygraph examinations for 9 police officer candidates; Invoice #8492 from Theodore Polygraph in the amount of $200.00 for polygraph examination for a police officer candidate; Invoice #239350 from Klein, Thorpe and Jenkins in the amount of $92.00 regarding communication with PD regarding promotional process; Invoice #00177222 from Elmhurst Occupational Health in the amount of $2,418.00 for medical examinations for 3 police officer candidates; Invoice #Elmhurst Occupational Health in the amount of $831.00 for medical examination for a firefighter candidate. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report H. Correspondence Chairman, Thomas Rachubinski received a memorandum from Village Manager, Scott Niehaus regarding the authorization to proceed with the hiring of 6 firefighter candidates. Unfinished Business It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to proceed with the hiring of 6 firefighter candidates. Motion carried. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve the 2024 Lombard Fire Department Eligibility List. Motion carried. It was moved by Secretary, Kyle Dolan and seconded by Chairman, Kenneth Florey, to approve the Fire Battalion Chief's Promotional Testing process. Motion carried. K. New Business Village Manager, Scott Niehaus spoke to the Board on the reasons to over hire firefighter candidates at this time due to the low numbers on the eligibility list and wanting to get the best candidates as quickly as possible. Village Manager, Scott Niehaus spoke about the materials sent to the Board earlier regarding the Committee Volunteer Manual and Open Meetings Act Guidelines. L. Other Business M. Executive Session N.
