Call to Order and Pledge of Allegiance The Wednesday, November 20, 2024 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Tom Wirsing Fire Chief, Rick Sander Fire Deputy Chief, Nathan Gac Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to approve the minutes from regular meeting on August 1, 1024, regular meeting on August 29, 2024 and special meeting on September 12, 2024. Motion carried. D. Public Participation Village of Lombard Page 1 Board of Fire and Police Minutes - Final November 20, 2024 Commissioners E. Payment of Bills The Board received Invoice #SA000059212 from Stanard & Associates in the amount of $495.00 for a personality evaluation for a firefighter candidate and Invoice #SA000058641 in the amount of $990.00 for two police officer candidates; Invoice #C60404A from IOS in the amount of $2404.00 for firefighter entry-level applications and testing process; Invoice #6226 from Conrad Polygraph in the amount of $600.00 for polygraph examinations for three firefighter candidates; Invoice #00190788 from Elmhurst Occupational Health in the amount of $832.00 for medical testing for a firefighter candidate. It was moved by Secretary, Kyle Dolan, seconded by Vice Chairman, Kenneth Florey to approve payment of all bills. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report H. Secretary's Report I. Correspondence The Board received a copy of memorandum from Village Manager, Scott Niehaus regarding the Notice of Retirement from Fire Lt. Mark Laffrey whose retirement date is January 17, 2025; and Notice of Retirement Memorandum from Police Chief Tom Wirsing whose retirement date is March 1, 2025. J. Unfinished Business K. New Business Fire Chief Rick Sander mentioned that Battalion Chief Doug Cail will be retiring in January and the need for promoting a new Battalion Chief at the next meeting. Police Chief Tom Wirsing requested from the Board their approval to start a new police officer eligibility list as our current list is exhausted, to which the Board agreed to. L. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:06 a.m. Motion carried. N. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:09 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Tom Wirsing Fire Chief, Rick Sander Fire Deputy Chief, Nathan Gac Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to extend a conditional offer of employment to police candidate, David Vasallo. Motion carried. O.
