Joe Orsolini led the committee in the Pledge of Allegiance. 2.0 Roll Call Present 5 - Mike Fugiel, Marguerite Micken, Jill Payne, Joe Orsolini, and Lori Solyom Absent 1 - Nancy Schukat Also present: Yvonne Invergo, Lombard Chamber of Commerce and Nicole Aranas, Assistant Village Manager. 3.0 Public Participation None. 4.0 Approval of Minutes Village of Lombard Page 1 Community Promotion & Tourism Minutes September 8, 2015 A motion was made to approve the minutes of the August 18, 2015 meeting, by Joe Orsolini, seconded by Jill Payne. The motion was approved by a unanimous vote. 5.0 Old Business 150375 2016 Local Tourism Grant Program Discussion of the 2016 Program. Nicole presented the application materials for the 2016 Local Tourism Grant Program. The items in the packet included the draft Call for Projects, the Program Guidelines, and the Application Form. Notable changes to the application materials for 2016 include a requirement that applicants outline how their event or proceeds generated through their program will support the goals and objectives of their organization as well as other local organizations and causes. Applicants must now also include an estimate of the Village services that will be required. They must also specify the total cost of the Village services and whether such services will be reimbursed by the organization or are requested to be approved under the grant program. Committee Member Lori Solyom inquired as to how the level of service required would be finally determined and questioned whether organizations would be able to dictate the specific types and level of services required. Nicole Aranas advised that under the current Special Event Permit application with the Village, organizations estimate the type and level of services required but the final determination is made by the individual Village Departments. Levels of police or security service will vary depending on the nature and extent of the program and the Police Chief or his designee determines the level of security required, not the individual applicants. Yvonne Invergo of the Lombard Chamber of Commerce, inquired as to how organizations would be able to estimate the total cost of services. Nicole advised that the Village has figures for the total cost of services for any returning events and new events would be estimated in the same fashion as is done through the Special Event Permitting process. Committee Member Joe Orsolini inquired about the timing of the Local Tourism Grant application relative to the Special Event permitting process. Nicole also noted additional language in the requirements of the Grant Program stating that new applicants will be required to attend a grant-seekers workshop with Chair of the Committee and Village staff to review the grant program prior to the submission of their application. Village of Lombard Page 2 Community Promotion & Tourism Minutes September 8, 2015 150376 DuPage Convention and Visitors Bureau Pilot Grant Program Discussion of the program. Beth Marchetti of the DuPage Convention and Visitor’s Bureau was not able to attend the meeting but she was able to provide Nicole Aranas with a brief update on the status of the DCVB proposed grant program. The DCVB is currently reviewing their proposed pilot program for grant funding this week. The DCVB will return and share the proposed program with the Committee once it becomes available. Also included in the packet was information regarding State Legislation recently passed approving grant funds to certain convention centers owned by governmental entities. The new legislation would benefit the Lombard Westin with potential grant funds through the Illinois Department of Commerce and Economic Opportunity (DCEO) to attract large bookings and group business. The State has approved the legislation but funds have not yet been appropriated to the program, nor has an application for funds been created through the Illinois DCEO. The Village would not need to take action on any application related to the Lombard Westin as the hotel is owned by the Lombard Public Facilities Corporation (LPFC). Both programs are similar in nature and the DCVB will be crafting their county-wide program so it will not conflict with the State program. Committee Member Joe Orsolini inquired whether this program was on hold because of State budgetary issues. Nicole stated that the latest status received on the legislation was that although the bill had passed into law, no formal appropriations had been made. The item is under consideration by the State Appropriations Committee and the program would not be able to move forward absent appropriated funding. 6.0 New Business None. 7.0 Other Business None. 8.0 Information Only Village of Lombard Page 3 Community Promotion & Tourism Minutes September 8, 2015 The next meeting of the Community Promotion and Tourism Committee will be held in January of 2016, at which time the committee will review the first set of applications for the 2016 Local Tourism Grant program. 9.0 Adjournment A motion to adjourn was made by Lori Solyom, seconded by Jill Payne at 7:19 p.m. The motion was approved by a unanimous vote.
