Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Community Relations Committee Trustee Robyn Pike - Chairperson Trustee Bill Ware - Alternate Chairperson, Pamela Bedard, Ahmed Ali, Michael Ledonne, Sharon Vish, Barb Ware, Gladys Piper & Anthony Pacilli Staff Liaison - Avis Meade Monday, January 11, 2016 7:00 PM Trustee's Conference Room 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Trustee Robyn Pike at 7:06 p.m. The Pledge of Allegiance was led by Committee Member Mike Ledonne. 2.0 Roll Call Present 6 - Robyn Pike, Pamela Bedard, Sharon Vish, Barbara Ware, Michael Ledonne, and Anthony Pacilli Absent 2 - Ahmed Ali, and Gladys Piper Also present: Assistant Village Manager, Nicole Aranas and Staff Liaison Avis Meade. 3.0 Public Participation None. 4.0 Approval of Minutes A motion was made by Michael Ledonne, seconded by Pam Bedard, to approve the minutes of the October 12, 2015, Community Relations Committee meeting. The motion passed by unanimous vote. 5.0 Old Business 130274 Youth Leadership Program Efforts to develop an in-class program with Glenbard East have not Village of Lombard Page 1 Community Relations Committee Minutes January 11, 2016 progressed. The Committee will need to decide to either postpone the program for 2016 or to revert to the original format of hosting on-site classes at Village Hall and determine a possible schedule and timeframe for the program. The Community Relations Committee unanimously agrees that the best course of action for this year is to revert to the original schedule of the program; 3 consecutive Thursday evenings in April. Avis Meade will develop a schedule. Robyn Pike will reach out to a personal contact who is a teacher at Willowbrook High School, to try to gain interest for the program at Willowbrook High School. Moving forward, it was decided the program will take place in February. 6.0 New Business 160025 Senior Taxi Program Assistant Village Manager, Nicole Aranas, will provide updated information about the Taxi Abatement Program. Assistant Village Manager Nicole Aranas, provided a printed slide show with information about the Taxi Abatement Program and funding concerns for the program. The Finance Committee is reviewing a large variety of funding restrictions for Village services including options to restructure the Senior Taxi Program. Currently the Senior Taxi Program provides senior citizens ages 65 years and older to purchase up to 2 books of coupons per month. Each book contains thirteen $2.00 coupons, for a total value of $26.00. Books are sold to seniors for $5.00 and expire within one year of issue. Coupons may not be used for rides to airports or casinos, and rides to Downtown Chicago require a Dr.’s letter. The current program has the potential for each senior in the Village to receive $52.00 worth of rides, for a total of $42.00 per month of free rides, after deducting the $10.00 cost of the book. Senior Citizens may receive up to $504 of free taxi rides per year. Cab companies bring the coupons to the Village of Lombard for complete reimbursement. Suggestions to limiting the program but still running the program included: 1. Cut the rate from the cab companies involved and require them to accept $0.75 on the dollar of payment from the Village. 2. Research service duplication in order to provide this service to Village of Lombard Page 2 Community Relations Committee Minutes January 11, 2016 seniors who do not have alternatives including shuttle busses or York Township transportation 3. Create a limit on how many coupon books may be purchased on a yearly basis 4. Increasing the cost. 160026 Halloween Trick-or-Treating Hours 1. Consider Village Manager's memo and recommendations for trick-or-treating hours to be communicated via announcement, without the need of formal Village Board of Trustees action. 2. Provide a recommendation for future weekday and weekend Halloween trick-or-treating hours. Robyn Pike introduced the Staff recommendation which is that trick-or-treating hours are to be communicated via announcement, without the need of a formal Village Board of Trustees action. A motion was made by Michael Ledonne to accept the staff recommendation, Sharon Vish seconded the motion. The motion passed by unanimous vote. 160027 Union Pacific Railroad Mural Art Program Consider recommendations for the mural program structure. Recommendations of the Mural Art Program on Union Pacific Rail Road retaining walls included professional artwork from experienced artists. Concerns about inexperienced artists or youth artists were expressed by the committee. Other concerns include the long term maintenance and ongoing cost of the murals. The recommendation to issue a call for local artists to submit concept art and to request $5,000 from the Community Promotions and Tourism Committee was stopped. The Community Relations Committee has requested that cost be researched and suggested that a large scale mural completed by a professional artist will cost more. Avis will research the methods nearby communities have used for their murals. 7.0 Other Business Michael Ledonne has requested that the contact sheet be resent for final review. Any corrections that need to be made will be communicated to Avis Meade or Karen Ellis. All committee members have confirmed that they have not changed any contact information.
