Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Economic & Community Development Committee Trustee Laura Fitzpatrick, Chairperson Trustee Peter Breen, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Brian LaVaque, Markus Pitchford, Christopher Carter and Andrea Harnden Staff Liaison: William Heniff Monday, August 11, 2014 7:00 PM Village Hall - Community Room 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson Fitzpatrick at 7:02 p.m. The Pledge of Allegiance was recited, led by Andrea Harnden. 2.0 Roll Call Present 5 - Trustee Laura Fitzpatrick, Dennis McNicholas, Matthew Pike, Christopher Carter, and Andrea Harnden Absent 3 - Garrick Nielsen, Brian LaVaque, and Markus Pitchford Also present: Jennifer Ganser, Assistant Director of Community Development; William Heniff, Director of Community Development; and Walter Smith, President of the Lombard Town Centre. 3.0 Public Participation There was no public participation. 4.0 Approval of Minutes A motion was made by Matthew Pike, seconded by Christopher Carter, to approve the minutes from the May 12, 2014 meeting. The motion carried by the following vote: Aye: 4- Dennis McNicholas, Matthew Pike, Christopher Carter, and Andrea Harnden Village of Lombard Page 1 Economic & Community Minutes August 11, 2014 Development Committee Absent: 3- Garrick Nielsen, Brian LaVaque, and Markus Pitchford 5.0 Unfinished Business Trustee Fitzpatrick said Angel Camacho has stepped down from the ECDC so there is one opening. 6.0 New Business 140209 Grant Eligibility Policy Review and discussion regarding setting provisions pertaining to eligibility and dispersal of Village public funds. (DISTRICTS - ALL) Mr. Heniff referenced the Grant Eligibility Policy discussion from the May 2014 ECDC Meeting. The new draft incorporated comments from the May ECDC meeting as well as the May 2014 Community Promotions Committee meeting. After the ECDC reviews the document it will be shared with the Community Promotions Committee and the Board of Trustees for final approval. Mr. Heniff went over the six key changes per the memo. The definition of immediate family was changed to keep with provisions of the Zoning Ordinance and other policies. Mr. McNicholas asked if a grant is forwarded to the Board from the ECDC if it could be placed under Items for Separate Action, not the Consent Agenda. This would allow for additional transparency. The ECDC discussed Section 5 which addresses individuals receiving grants. Mr. Heniff said the intent of the policy is to not knowingly give funds to an ineligible person. Trustee Fitzpatrick stated this policy is to help guide public officials Ms. Richardt asked how this would affect organizations like Lombard Town Centre or the Historical Society. Mr. Heniff said that no Village employee or elected official is an owner of LTC so this should not impact LTC funding. Trustee Fitzpatrick said this policy covers Village employees and elected officials so a member of an outside organization that receives funding may wish to consult an attorney on specific questions. A motion was made by Dennis McNicholas, seconded by Andrea Harnden, to forward this item to the Board of Trustees, amending Section 4 to have items forwarded to the Board from ECDC (in lieu of final approval) be placed under Items for Separate Action. The motion carried by the following vote: Village of Lombard Page 2 Economic & Community Minutes August 11, 2014 Development Committee Aye: 4- Dennis McNicholas, Matthew Pike, Christopher Carter, and Andrea Harnden Absent: 3- Garrick Nielsen, Brian LaVaque, and Markus Pitchford 140103 Lombard Town Centre Report Lombard Town Centre report on their efforts and their role in facilitating activity in the downtown. (DISTRICTS #1 and #4) Ms. Richardt reported on Lombard Town Centre. She summarized the State monthly reports, the Trustee mid-year report, and the monthly LTC reports. She stated there is a lot of interest in the downtown from numerous small business owners. Mr. Heniff said the pedestrian underpass project has started. Mr. McNicholas asked if the Village could prohibit solicitation in the underpass. Mr. Heniff said the Police Department was aware that this could occur, though it cannot be restricted completely. Trustee Fitzpatrick asked if the landscaping work was complete in downtown. Ms. Richardt said the project is not complete, but is being worked on. Mr. Heniff said the Village will be providing LTC with information on Code Enforcement actions in the downtown. 7.0 Other Business There was no other business. 8.0 Information Only Development Project Update Staff provided an update on recent development activity. 9.0 Adjournment A motion was made by Matthew Pike, seconded by Andrea Harnden, to adjourn the meeting at 7:50 p.m. The motion carried by the following vote: Aye: 4- Dennis McNicholas, Matthew Pike, Christopher Carter, and Andrea Harnden Absent: 3- Garrick Nielsen, Brian LaVaque, and Markus Pitchford Village of Lombard Page 3
