Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Economic & Community Development Committee Bill Johnston, Chairperson Reid Foltyniewicz, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Brian LaVaque, Markus Pitchford, Christopher Carter and Paula Dillon Advisory Members: Alan Bennett and Larry Kelly Staff Liaison: William Heniff Monday, January 11, 2016 7:00 PM Village Hall - Community Room 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Trustee Johnston at 7:00 p.m. The Pledge of Allegiance was recited. 2.0 Roll Call Present 7 - Bill Johnston, Dennis McNicholas, Brian LaVaque, Garrick Nielsen, Matthew Pike, Paula Dillon, and Larry Kelly Absent 3 - Markus Pitchford, Christopher Carter, and Alan Bennett Also present: William Heniff, Director of Community Development; Jennifer Ganser, Assistant Director of Community Development; Sarah Richardt, Executive Director of Lombard Town Centre. 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Ms. Dillon, seconded by Mr. Pike, to approve the minutes from the December 14, 2015 meeting. The motion carried by the following vote: Aye: 5- Dennis McNicholas, Brian LaVaque, Garrick Nielsen, Matthew Pike, and Paula Dillon Absent: 2- Markus Pitchford, and Christopher Carter Village of Lombard Page 1 Economic & Community Minutes January 11, 2016 Development Committee Markus Pitchford arrived at approximately 7:25 p.m. 5.0 Unfinished Business 6.0 New Business 160021 Downtown TIF Grants 2007-2016 Review and discussion regarding the distribution of the various Downtown TIF Grants. (DISTRICTS #1 & #4) Ms. Ganser summarized the memo and reviewed the three TIF districts and three grant types. Ms. Dillion asked if the Village keeps track of grants that were successful and Ms. Ganser said all previous grants are referenced in the staff memo. Mr. Heniff noted that grants are for varying items and some are purely for aesthetics, whereas others are for a new business. Mr. Kelly asked if someone can apply more than once. Ms. Ganser said yes and noted the requests from Fringe. A discussion ensued about sales tax dollars in the TIF District as a result of new businesses. 160022 Downtown TIF Funds - 2016 Request to review and discuss the goals and priorities relative to expending the 2016 Downtown TIF funding. (DISTRICTS #1 & #4) Ms. Ganser summarized the memo. She reviewed the spreadsheet and noted that TIF obligations were subtracted from the starting budget number. She noted this is similar to a personal budget, whereas monthly expenses are subtracted out. The projected 2016 fiscal year balance is $94, 276. She noted that the TIF ends in 2023 and the Village does have money for Village staff time, capital improvements, and LTC. She said this information can be useful as future grants come forward. Mr. Nielsen asked if revenue is received each year to gauge how the future balance will appear. Ms. Ganser said yes, property tax revenue is accounted for each year. Mr. McNicholas asked when the fiscal year started and Ms. Ganser said the Village is on a calendar year budget. Mr. Kelly asked what happens to money at the end of the TIF. Mr. Heniff said ideally it is at zero. Mr. Heniff referred to a 2012 budget exercise with the ECDC and noted that since then the Village spent money on the preferred items such as LTC, grants, and two real estate purchases. Mr. McNicholas said the grants could be publicized so businesses know that money is limited. Ms. Dillon agreed noting that timing is important. Ms. Richardt said she can add more information in her report about what she discusses with businesses. She said this exercise may be helpful with the other TIF districts. Mr. Heniff said the “but for” needs to reviewed with looking at grant applications and noted a business like MKT may not have come to downtown Lombard Village of Lombard Page 2 Economic & Community Minutes January 11, 2016 Development Committee but for the grant. Mr. LaVaque asked if staff had a list of businesses that received past grants and if they were successful. Mr. Heniff said there are sometimes outside forces that determine if a business will be successful or not. 160023 Economic Indicators Discussion of statistical reporting documents analyzing various data to help Lombard compare its progress within the County. (DISTRICTS - ALL) Ms. Ganser reviewed the memo and went over some possible data points that could be collected. She noted that data can be compared with the County and over time. Ms. Dillon asked if the Village can track number of residents. Ms. Ganser noted that may be able to be done with Census data, but not quarterly. She noted that a resident does not need to inform the Village when they move. 7.0 Other Business 8.0 Information Only Lombard Town Centre Ms. Richardt referred her memorandum which provided an update regarding downtown activities. She also noted that their next Board meeting will review the draft audit and the strategic plan proposal. Mr. Nielsen asked where Pioneer Day Care is moving to and if they are building a new building. Ms. Ganser said 390 E St Charles Rd, and that the existing building will have an addition. Mr. Kelly asked if the grant money goes to the business owner or contractor and Ms. Ganser replied the business owner after the project is paid in full. Ms. Dillon asked when LTC would do the 2017 budget request and Ms. Richardt said in the summer when the Village reviews their budget. Trustee Johnston passed out his comments from the January 7, 2016 Board of Trustees meeting and played a portion of the meeting so the ECDC members could hear the Board discussion on LTC funding. He noted that the ECDC should exhaust all questions and in the end, the Board approved funding for $55,000 as LTC has money in reserves. Ms. Dillon asked if the Board feels LTC will ask for money after the TIF ends. She noted that downtown Lombard is very vibrant now, compared to when she bought her property sixteen (16) years ago. Trustee Johnston said the Board wants LTC to be sustainable since the organization is important to the Village. Mr. Pike asked if the Board members have the same definition of sustainable. Trustee Johnston said the strategic plan may help answer the question, and that all the Board members understand LTC’s importance. Ms. Richardt said most Main Street organizations have their funding in Village of Lombard Page 3 Economic & Community Minutes January 11, 2016 Development Committee thirds from the Village, sponsors/members, and events/fundraising. She noted the goal is not to ask for less than $55,000, but for LTC to increase their fundraising and also their staff. Mr. LaVaque asked how much a resident pays to join LTC and Ms. Richardt said $25. He noted a membership push might be a good idea. Mr. Kelly asked how much a business membership is and Ms. Richardt said $100-$150. Mr. Nielsen said perhaps membership could be tied in with the events. Ms. Richardt noted they are always seeking more volunteers. Mr. Heniff informed the ECDC that Sam’s Club is still moving forward and is seeking a time extension from the Board to work on site work. 9.0 Adjournment A motion was made by Mr. Nielsen, seconded by Mr. LaVaque, to adjourn the meeting at 8:29 p.m. The motion carried by the following vote: Aye: 6- Dennis McNicholas, Brian LaVaque, Garrick Nielsen, Markus Pitchford, Matthew Pike, and Paula Dillon Absent: 1- Christopher Carter Village of Lombard Page 4
