Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Economic & Community Development Committee Bill Johnston, Chairperson Reid Foltyniewicz, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Brian LaVaque, Markus Pitchford, Christopher Carter and Paula Dillon Advisory Members: Alan Bennett and Larry Kelly Staff Liaison: William Heniff Monday, February 13, 2017 7:00 PM Village Hall - Community Room 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Trustee Johnston at 7:00 p.m. The Pledge of Allegiance was recited. 2.0 Roll Call Present 6 - Bill Johnston, Brian LaVaque, Garrick Nielsen, Markus Pitchford, Christopher Carter, and Paula Dillon Absent 4 - Dennis McNicholas, Matthew Pike, Alan Bennett, and Larry Kelly Also present: William Heniff, Director of Community Development; Jennifer Ganser, Assistant Director of Community Development and Lynne Magnavite, Lombard Town Centre. 3.0 Public Participation 4.0 Approval of Minutes On a motion by Ms. Dillon and a second by Mr. Nielsen, the minutes of the January 9, 2017 meeting were unanimously approved by the members present. 5.0 Unfinished Business 6.0 New Business 170059 Choose DuPage Presentation Presentation and discussion of economic development and business Village of Lombard Page 1 Economic & Community Minutes February 13, 2017 Development Committee retention initiatives as well as policy issues critical to the Village's economy. (DISTRICTS - ALL) Ms. Ganser introduced Lisa Miceli of Choose DuPage. Ms. Miceli discussed who Choose DuPage is, what they do, and how they help municipalities. She said the organization was established in 2005 as a private public economic development agency. She discussed upcoming events such as the quarterly communities meeting, the Regional Outlook Breakfast, and a manufacturing and metals event. She passed out an Economic Overview of Lombard from JobEQ. Ms. Dillon asked how they classified healthcare jobs and Ms. Miceli said she would look into it, but believes it to be jobs in nursing, social services, etc. that are client facing. 170046 2018 Budget Forecast & Plan Development 2018 Budget Planning Discussion. Mr. Sexton, Finance Director, presented information on the 2017 and 2018 budget. He said 2018 budget planning has begun and currently there is projected deficit of approximately $600,000. Some of that will be filled by the Places for Eating Tax and the rest by expenditure reduction. Presentations are being done to all Committees to familiarize them with the budget. The Village Board will approve the 2018 budget in November. 170060 Text Amendment to Chapter 90 of the Village Code - Animal Regulations Recommendation for approval of an Ordinance pertaining to Section 90 of the Lombard Village Code with regard to dangerous animals. (DISTRICTS - ALL) Ms. Ganser reviewed the memo and said Community Development staff has discussed these regulations with the Police Department and Village Attorney. The proposed amendments clean up the text, remove outdated information, and change the section on dangerous animals. She said the intent is not to list every animal allowed or not allowed, but to give general guidelines for staff enforcing the ordinance. Mr. Carter asked if the rule about three (3) pets per household was in the ordinance previously. Ms. Ganser said yes, that provision is in current Code and noted most municipalities regulate the number of animals. Ms. Dillon clarified that the number was regardless of a house or condo/apartment and Ms. Ganser said yes. On a motion by Ms. Dillon, with a second by Mr. LaVaque, the ECDC recommended approval 5-0 of the text amendment to the Village Board of Village of Lombard Page 2 Economic & Community Minutes February 13, 2017 Development Committee Trustees. The motion carried by the following vote: Aye: 5- Brian LaVaque, Garrick Nielsen, Markus Pitchford, Christopher Carter, and Paula Dillon Absent: 2- Dennis McNicholas, Matthew Pike, Alan Bennett, and Larry Kelly 170061 Text Amendment to Chapter 94 of the Village Code - Nuisances Recommendation for approval of an Ordinance pertaining to Chapter 94, Section 94.04 of the Lombard Village Code with regard to commercial vehicles parking in residential zoned districts. (DISTRICTS - ALL) Ms. Ganser reviewed the staff memo and said this text amendment distinguishes one and two family properties from multi-family properties in regards to parking commercial vehicles. This amendment would allow for multi-family properties to park vehicles for maintenance for snow plowing. Mr. Nielsen asked if there was a time limit and Ms. Ganser said no, this ordinance would allow those vehicles to be parked for any length of time. Mr. LaVaque asked about residents of those buildings who own larger vehicles. Ms. Ganser and Mr. Heniff clarified and noted section 3a that states the vehicles must be for maintenance activities at the property. On a motion by Mr. Pitchford, with a second by Mr. Nielsen, the ECDC recommended approval 5-0 of the text amendment to the Village Board of Trustees. The motion carried by the following vote: Aye: 5- Brian LaVaque, Garrick Nielsen, Markus Pitchford, Christopher Carter, and Paula Dillon Absent: 2- Dennis McNicholas, Matthew Pike, Alan Bennett, and Larry Kelly 7.0 Other Business 8.0 Information Only Lombard Town Centre Report Ms. Magnavite said she has submitted a memo and review of LTC goals to the ECDC. LTC has done a lot of planning in the past months on committees, events, and the hiring of a new Executive Director. Development Project Update Mr. Heniff mentioned that Yard House, a new restaurant at the closed Champps, will go before the Plan Commission on February 20th for Site Plan Approval. Ms. Dillon asked what happening at 777 E. Butterfield Road and Ms. Ganser said the former restaurant was demolished and they have zoning entitlements for two smaller buildings to hold two to four commercial tenants.
