Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Meeting Minutes Economic & Community Development Committee Bill Johnston, Chairperson Reid Foltyniewicz, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Brian LaVaque, Markus Pitchford, Christopher Carter and Paula Dillon Advisory Members: Alan Bennett Staff Liaison: William Heniff Monday, July 10, 2017 7:00 PM Village Hall - Community Room 1.0 Call to Order and Pledge of Allegiance 2.0 Roll Call Present 6 - Dennis McNicholas, Garrick Nielsen, Markus Pitchford, Christopher Carter, Paula Dillon, and Alan Bennett Absent 2 - Brian LaVaque, and Matthew Pike Also present: William Heniff, Director of Community Development, Jennifer Ganser, Assistant Director of Community Development, Stephanie Schiszik, Executive Director of Lombard Town Centre 3.0 Public Participation None 4.0 Approval of Minutes The minutes of the May 8, 2017 meeting were approved by the members present with one correction. 5.0 Unfinished Business 170209 State of Illinois, DCEO Presentation Presentation and discussion in regard to their organization and work programs. (DISTRICTS - ALL) Mr. Bryan Gay presented on DCEO. He said there are 12 offices that work on tourism, economic development, film, etc. They are the one stop shop for businesses. They work with local municipalities and economic development offices. DCEO works heavily with workforce development and the local Workforce Boards. Mr. Gay discussed the different incentives the State offers. Though the budget was approved, appropriations need to be set before the program can be administered. He also discussed their 12 foreign offices that bring deals from other countries. He said there are over 1,900 foreign firms in Illinois and over 600 in DuPage County with over 2,900 employees. He discussed Intersect Illinois and their marketing efforts. Mr. Pitchford asked how the State works with Select Chicago and Mr. Gay said they have been to trade shows together and are trying to find their synergy. Mr. Bennett discussed the new incubation center between COD, Choose DuPage, and Glen Ellyn. Mr. Gay said the State is aware of it. Ms. Dillon asked what the State could do differently and Mr. Gay said they hope to focus more on business retention and marketing their strengths. Mr. Carter asked if a business was interested in incentives who they should contact and Mr. Gay said businesses can contact him, or their local municipality. 170188 101 -109 S. Main Street Discussion of RFP with regard to the potential sale and redevelopment of the 101-109 S. Main Street property, which is owned by the Village of Lombard. (DISTRICT #4) Ms. Ganser summarized the staff memo and noted the RFP was released on June 1st with a due date of September 5th. Information was sent to over 100 people. Mr. Bennett asked about the developer meeting on June 29th and Ms. Ganser said it was attended by brokers and those in the grocery industry. Mr. Pitchford asked if Prairie Food Co-op has the funds to open. Ms. Ganser said it is her understanding they don’t have funds to apply for the RFP and build a new building, however they are working on gaining new members to open a store. Mr. Heniff noted the date of August 1st for a Letter of Intent. It is not required but will give staff an idea on responses. Ms. Dillon asked if any property owners had concerns and Ms. Ganser said overall people have been happy to hear of the pending development. Mr. Bennett asked if there was any interest in Mr. Z’s and Mr. Heniff said a little and noted that Mr. Z’s has the RFP and associated information. Mr. Carter said he saw the price on CoStar of $2.275 million. Mr. Bennett said that Central Grocers filed for bankruptcy and a firm in Kansas is providing many of the grocers with product. 170161 Butterfield/Yorktown Tax Increment Financing (TIF) District Discussion in regard to a proposed new TIF District for the Butterfield/Yorktown area. (DISTRICT #3) Ms. Ganser reviewed the memo and said staff is on track with the Village of Lombard Page 2 Economic & Community Meeting Minutes July 10, 2017 Development Committee proposed TIF. Mr. McNicholas asked about the boundaries and Ms. Ganser noted they include Northern Baptist, 747 E. 22nd Street, JC Penney, the Westin, vacant property along Highland Avenue and stormwater detention property. She noted the next step is the Joint Review Board meeting. Mr. Pitchford asked who owned the Westin and how that will affect the TIF and Mr. Heniff said the Lombard Public Facilities Company owns the Westin. Hotel Motel tax will not be affected and the Westin could be subject to grants or incentives with the TIF. Mr. Heniff noted that Northern Baptist has zero EAV and a redevelopment would increase the EAV in that area. Mr. McNicholas asked if they will need more detention. Mr. Heniff said perhaps, they will need to follow the DuPage County Stormwater Ordinance. 6.0 New Business 170283 Downtown Restaurant Forgivable Loan - 101 W. St. Charles Road (Babcock's Grove House) Request to approve a Downtown Restaurant Forgivable Loan for the property located at 101 W. St. Charles Road . (DISTRICT #1) Ms. Ganser summarized the staff memo and grant memo. Ms. Dillon asked what space Babcock’s will expand into. Ms. Moreau said they are expanding into the former Slick & BJ’s space, which they currently use as an office. On a motion by Mr. McNicholas, second by Mr. Pitchford, the ECDC voted unanimously to recommend approval of the grant request to the Village Board. 7.0 Other Business 8.0 Information Only Lombard Town Centre Report Ms. Schiszik discussed her report and noted the following. · They are working on a new website. · They have 2,018 Facebook followers. · The Board is reviewing their bylaws. · Volunteer activity is up 21% from last year. · Movie Night is July 22nd. · LTC continues to work with Lou Dog Productions for Spooktacular Ms. Dillon how many businesses are in the Passport program. Ms. Schiszik said there are twenty-two and LTC will be reevaluating the program and asking if businesses want to continue. Village of Lombard Page 3 Economic & Community Meeting Minutes July 10, 2017 Development Committee Development Project Update Mr. Heniff reviewed project status. He noted the Bucky’s on Roosevelt and Lawler will be in Glen Ellyn and is going thru their entitlement process. He said Thornton’s is clearing trees and will start construction soon. Mariano’s is scheduled for a late August opening and IDOT gave the Village permits for the signal. Ms. Dillon asked about Capone’s and Ms. Ganser said they are still working thru floor plans. 9.0 Adjournment On a motion by Ms. Dillon and a second by Mr. Carter, the meeting adjourned at 8:05 p.m. Village of Lombard Page 4
