Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Economic & Community Development Committee Bill Johnston, Chairperson Reid Foltyniewicz, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Brian LaVaque, Markus Pitchford, Paula Dillon, Laine Vant Hoff and Gregory Ladle Advisory Member: Alan Bennett Staff Liaison: William Heniff Monday, November 13, 2017 7:00 PM Village Hall - Community Room 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Trustee Johnston at 7:08 p.m. The Pledge of Allegiance was recited. 2.0 Roll Call Present 6 - Bill Johnston, Dennis McNicholas, Garrick Nielsen, Markus Pitchford, Matthew Pike, and Alan Bennett Absent 2 - Brian LaVaque, and Paula Dillon Also present: William Heniff, Director of Community Development, Jennifer Ganser, Assistant Director of Community Development, Stephanie Schiszik, Executive Director of Lombard Town Centre 3.0 Public Participation None 4.0 Approval of Minutes The minutes of the September 19, 2017 meeting were approved by the members present. 5.0 New Business Village of Lombard Page 1 Economic & Community Minutes November 13, 2017 Development Committee 170379 Presentation by Pace Bus Transit Ms. Christine Rose from Pace Bus spoke. She is the community representative for DuPage County. She focused on the vanpool and rideshare programs. Pace had 35 million riders in 2016 and is on track for more in 2017. She said the blue buses are mostly on main roads and the other services supplement. Mr. McNicholas asked if the vanpool drivers sign a contact and Ms. Rose said everyone does for three months. There is a driver and an alternate. She discussed employer shuttles where the employer hires a driver to pick up and drop off the employees such as Hamilton Partners in Itasca. Mr. McNicholas asked if Pace was at capacity and noted he often sees empty bus seats. Ms. Rose said they have room to grow. They have a budget gap and will be raising fares. She noted that the bus is running the same route so it may be busier at certain times of day. Mr. Bennett asked if the Village has done research on the dial a bus service. Mr. Heniff said during the Circulator project a lot of research was done and the challenge was long term sustainability and operating costs. It was a hybrid between fixed rides and dial a ride. Lombard was tied in with other towns and the project was eventually cancelled. Mr. Nielsen asked if Pace was private or public and Ms. Rose said public, funded thru the RTA sales tax and federal grants. Mr. Pitchford said there are many routes to the mall but not many to the train station, downtown, or the north end of Lombard. Ms. Rose discussed the routes in Lombard and other routes that crossed through Lombard. She said Pace does look at areas without service to enhance their offerings. 170489 Text Amendments to Chapters 39 and 40 of the Village Code Text Amendments regarding Departmental responsibilities. Mr. Heniff summarized the staff memo and said this is a housekeeping item. This is small update to Chapters 39 and 40. There are no major policy changes, but economic development was added to the Community Development responsibilities. Mr. Bennett asked if it should be mentioned that a private firm collects the trash and Mr. Heniff said the Chapter is meant to be more general and the Village still supervises the collection. Mr. Bennett asked what Chapters 50 and 51 are and Mr. Heniff said Water and Sewer Regulations. Mr. Bennett asked what Title 15 includes and Mr. Heniff said chapters related to Planning, Zoning, Signage, Building, and Stormwater. On a motion by Mr. McNicholas, seconded by Mr. Nielsen, the ECDC voted unanimously to recommend the text amendments to the Village Board. 6.0 Old Business Village of Lombard Page 2 Economic & Community Minutes November 13, 2017 Development Committee 170161 Proposed Butterfield Yorktown Tax Increment Finance (TIF) District Ordinance correcting a scrivener's error in the legal description describing the boundaries of the TIF District. (DISTRICT #3) This item was deferred to the next meeting. 170481 Lombard Town Centre (LTC) 2018 Funding (District #1) Status Update This item was deferred to a future meeting. 7.0 Other Business 8.0 Information Only Lombard Town Centre Report - 2017 Ms. Schiszik discussed her report. She said LTC is busy with Small Business Saturday, Facebook Live initiatives, and Jingle Bell Jubilee. She visited 40 businesses in September and 48 in October. She discussed the trick or treat event and said 40 businesses participated. She noted the LTC Board will review their funding request and come back in 2018. 9.0 Adjournment On a motion by Mr. McNicholas and a second by Mr. Nielsen, the meeting adjourned at 7:49 p.m. Village of Lombard Page 3
