Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Economic & Community Development Committee Anthony Puccio, Chairperson Reid Foltyniewicz, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Paula Dillon, Laine Vant Hoff, Gregory Ladle and Alan Bennett Staff Liaison: William Heniff Monday, August 12, 2019 7:00 PM Village Hall 1.0 Call to Order and Pledge of Allegiance Trustee Foltyniewicz called the meeting to order at 7:09 p.m. The Pledge of Allegiance was recited 2.0 Roll Call Present 7 - Reid Foltyniewicz, Dennis McNicholas, Brian LaVaque, Garrick Nielsen, Laine Vant Hoff, Gregory Ladle, and Alan Bennett Absent 3 - Anthony Puccio, Matthew Pike, and Paula Dillon Also present: William Heniff, AICP, Director of Community Development; Jennifer Ganser, AICP, Assistant Director of Community Development. 3.0 Public Participation None 4.0 Approval of Minutes On a motion by Mr. McNicholas, and seconded by Mr. Bennett, the minutes of the July 8, 2019 meeting were approved by the members present. 5.0 Unfinished Business None 6.0 New Business 190324 2020 Budget Overview - Presentation Village of Lombard Page 1 Economic & Community Minutes August 12, 2019 Development Committee Review and discussion regarding the Village of Lombard proposed 2020 Budget. Mr. Niehaus reviewed a powerpoint presentation on the 2020 budget update, the 2021 budget forecast, and an overview of home rule. Mr. Nielsen arrived at 7:13 p.m. Mr. Niehaus noted that Village assumes a 0% annual growth for revenue such as sales, use, and places for eating taxes. He reviewed position changes at the Village and future budget projections. Mr. Ladle asked if the Village is counting the money from 101-109 S. Main into the budget. Mr. Niehaus said no because that is a one-time revenue. The budget includes no revenue from video gaming or cannabis sales. Mr. Niehaus talked about reasons there are budget issues such as unfunded State mandates, inflation, home rule restrictions, and little to no revenue growth. He reviewed a chart of sales tax revenue from 1999 forward. Mr. Niehaus reviewed information on home rule. He said the Village of Lombard opted-out in the early 1980s by a referendum. He reviewed additional tax that can be implemented and how the money can be used. Trustee Foltyniewicz said home rule gives the municipality more flexibility. Ms. Vant Hoff asked why someone would be against home rule. Mr. Niehaus said the biggest reason is the property tax cap, currently we can only raise property taxes on inflation and EAV growth. Mr. Niehaus reviewed expenditure options for 2021 and 2022. Mr. Bennett asked if the Village Board has reviewed what their core services are. Mr. Niehaus said yes and they are police, public works and fire. The Village has made cuts to enhanced services. Mr. Bennett asked about fees and more aggressive code enforcement. Mr. Niehaus said fees are looked at approximately every three years and we try to be in line with our counterparts. He said for code enforcement we would rather have compliance than the fine. 7.0 Other Business 8.0 Information Only 1. 101 S Main - Lilac Station - Status Update Mr. Heniff said the Board will consider the ordinance on second reading on August 15th and the closing could occur in the fall. Ms. Vant Hoff asked when they would break ground and Mr. Heniff said probably in the spring of 2020. Ms. Vant Hoff asked when the parkers would be Village of Lombard Page 2 Economic & Community Minutes August 12, 2019 Development Committee notified and Mr. Heniff said they have been notified about the status of the lot and the Village will work with Holladay on a plan. The parking at Central Station recently opened. 2. Butterfield Road/Yorktown Business District No. 2 - Status Update Mr. Heniff said the public hearing is August 15th. Businesses in the proposed District were notified via mail, which was not a requirement. 3. Pending Economic Incentive Request Mr. Heniff said there could be a couple of incentive requests before the end of the year, including parcel 4 of Yorktown Commons Ms. Vant Hoff asked about Northern Baptist. Mr. Heniff said the property is under contract and they are doing due diligence.
