Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Monday, October 11, 2021 7:00 PM Village Hall Economic & Community Development Committee Anthony Puccio, Chairperson Brian LaVaque, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Paula Dillon, Laine Vant Hoff, Gregory Ladle, Alan Bennett and Patrick Kennedy Staff Liaison: William Heniff Economic & Community Minutes October 11, 2021 Development Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Trustee Puccio at 7:00 p.m. The Pledge of Allegiance was recited. 2.0 Roll Call Present 5 - Anthony Puccio, Dennis McNicholas, Matthew Pike, Paula Dillon, and Patrick Kennedy Absent 4 - Garrick Nielsen, Laine Vant Hoff, Gregory Ladle, and Alan Bennett Also present: William Heniff, AICP, Director of Community Development, Jennifer Ganser, AICP, Assistant Director of Community Development. 3.0 Public Participation None 4.0 Approval of Minutes On a motion by Mr. Pike, and seconded by Ms. Dillon, the minutes of the September 13, 2021 meeting were approved by the members present. 5.0 Unfinished Business None 6.0 New Business 210316 Text Amendments to Sections 110.40 and 110.60 of Village Code: Temporary Events The text amendments address carnival permit fees, time periods for on-premises and off-premises events, and edits for clarity that memorialize the review and approval process. Ms. Ganser reviewed the staff memo. The changes include: no longer waiving fees for non-profits for carnivals, establish a distinction between on-premises and off-premises events, and edits for clarity. Mr. McNicholas asked if the garden sales needed to be four consecutive Village of Lombard Page 1 Economic & Community Minutes October 11, 2021 Development Committee months, and Ms. Ganser said no. Mr. McNicholas asked if the deletion of the sponsor agency would prohibit a church carnival, and Ms. Ganser said no that has to do with the fees. Ms. Dillon asked for more information on off-premises events, and Ms. Ganser explained the idea of a gym wanting to have a tent event for sign ups at a Lombard grocery store. Businesses would still be allowed to have events on their own property. On a motion by Ms. Dillon and a second by Mr. Kennedy, the ECDC recommended approval of the text amendments to the Village Board. The motion carried the following vote: Aye: 5- Anthony Puccio, Dennis McNicholas, Matthew Pike, Paula Dillon, and Patrick Kennedy Absent: 4- Garrick Nielsen, Laine Vant Hoff, Gregory Ladle, and Alan Bennett 210318 Grant Application Assistance Policy Staff will review a Proposed Board Policy establishing a process for Village assistance for selected grant applications. Ms. Ganser reviewed the staff memo. She said this item was developed after Prairie Food Coop asked the Village to apply for a grant on their behalf. She referred to the attached draft policy. Ms. Dillon clarified that the Village does not write letters of recommendation and will continue that policy. Ms. Ganser said yes. On a motion by Mr. Kennedy and a second by Ms. Dillon, the ECDC recommended approval of the policy to the Village Board. The motion carried the following vote: Aye: 5- Anthony Puccio, Dennis McNicholas, Matthew Pike, Paula Dillon, and Patrick Kennedy Absent: 4- Garrick Nielsen, Laine Vant Hoff, Gregory Ladle, and Alan Bennett 210147 Downtown Area Improvement & Renovation Grant Program - Amendments to Section 36.30 and Policy Interpretation Regarding Funding Parameters Staff will review proposed edits to the grant program regarding eligible applications and further refining funding limits per buildings in lieu of properties. Mr. Heniff reviewed the staff memo. He said this item is from the May discussion on the façade grant. He discussed the previous meeting and the terms application versus property or tenant space. Mr. McNicholas said section 3 of the grant policy mentions tenants and asked if it should mention condo owners as well. Mr. Heniff said we can add something to help clarify that. He suggested adding, “or condominium units” in Section 3 of the policy. Mr. McNicholas Village of Lombard Page 2 Economic & Community Minutes October 11, 2021 Development Committee questioned the three-year provision on the last page and asked how a property owner would notify us they sold the property or how a new owner would find out about a previously approved grant. Mr. Heniff suggested the following language “Grant recipients shall be obligated to notify the Village should the property be placed on the real estate market for sale.” On a motion by Mr. Pike and a second by Ms. Dillon, the ECDC recommended approval of the text amendments to the Village Board that include the amended language. The motion carried the following vote: Aye: 5- Anthony Puccio, Dennis McNicholas, Matthew Pike, Paula Dillon, and Patrick Kennedy Absent: 4- Garrick Nielsen, Laine Vant Hoff, Gregory Ladle, and Alan Bennett 7.0 Other Business None 8.0 Information Only 200069 Public Act 102-0586 Animal Welfare Act Staff will provide supplemental information and updates. 1. Public Act 102-0586 Animal Welfare Act Ms. Ganser gave the ECDC an update on the bill, recently signed by the Governor. Trustee Puccio said he signed the witness slip on behalf of the ECDC. Mr. McNicholas said he is glad the ECDC took on this issue. Ms. Dillon asked if we let residents know and Trustee Puccio said we updated the residents who attended the meetings. 2. Mr. McNicholas asked about the construction on Roosevelt Road. Ms. Ganser noted that is Public Storage. He asked if there will be other businesses on the site, and Ms. Ganser said no. 3. Mr. Heniff said the economic incentive retention program passed on first reading. Second reading is scheduled for October 21, 2021.
