Gerhardt Community Room Environmental Concerns Committee Trustee Mike Fugiel - Chairperson Trustee Reid Foltyniewicz - Alternate Chairperson Diana Lavaque, Nancy Schukat, Winnie Lyons, Darlene Bartt, Jason Cooper, Dustin Smith, Daniel Richardt and Dana Moreau Staff Liaison: Dave Gorman Environmental Concerns Minutes November 26, 2013 Committee 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Fugiel at 7:04 PM. 2.0 Roll Call Staff in attendance: Dave Gorman and Paul Kuehlenz Present 7 - Trustee Mike Fugiel, Diana Lavaque, Nancy Schukat, Darlene Bartt, Jason Cooper, Daniel Richardt, and Dana Moreau Absent 2 - Winnie Lyons, and Dustin Smith 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Nancy Schukat, seconded by Darlene Bartt, that the minutes be approved . The motion passed by an unanimous vote. 5.0 Unfinished Business 050616 Current Solid Waste Contract - Update Gorman: distributed the latest tonnage spreadsheet provided by Mike Brink of Waste Management. Reminded everyone of the contract amendment passed in 2012 that eliminated the last two weeks of the yard waste collection in December. This will be the second Fall for this change and it has again been publicized in the PRIDE, newspaper articles and on the Village website. 130546 Sustainability Framework Review Institute for Local Governments Framework Gorman: explained that the goal of this meeting is to review Lombard's Sustainability Framework in conjunction with the Institute for Local Government's Framework in order to brainstorm on activities to focus on for 2014. Schukat: mentioned a publication titled "What is it Worth?" regarding the value of open space. She specifically spoke of Ken Loch Golf Course as an opportunity to preserve open space. Fugiel: explained the Lombard Park District's role in those discussions thus far. Richardt: suggested allowing native landscaping in parkways, subject to the 2' maximum height for line-of-site. Gorman: will talk with Community Development and report back regarding the Village's existing Code regarding xeriscaping. Cooper: mentioned that he and Dave Gorman had recently discussed the possibility of naturalizing the Village's dry-bottom detention basins and also looking Village of Lombard Page 1 Environmental Concerns Minutes November 26, 2013 Committee at similar opportunities on other publicly owned properties. Part of this study would be a Benefit/Cost analysis. Gorman: suggested that energy conservation be a focus in order to encourage homeowners to take advantage of State grants and Federal tax incentives. The goal would be to save residents through their utility bills and improving the housing stock. Previous efforts included promoting the CUB Energy Saver program and the Energy Impact Illinois program. These efforts were deemed to be limited in their success so a resident workshop featuring vendors and testimonials could be held, possibly in the Spring. Moreau: asked if there was any news on when smart meters would be made available in Lombard? Gorman: stated that he had personally purchased one and that he thought that they were available on an individual basis but the community wide program was likely years away. Will look into this and report back to the committee. Other ideas included handing out the Sustainablilty Framework at the Recycling Extravaganza and displaying informational banners throughout the year. Moreau: volunteered to take the lead on a resident survey to measure environmental awareness and attitudes. Cooper: suggested offering free or reduced fee permits for "green" projects. Gorman: the upcoming recommendation sustainablility award will be used to promote good example for others to follow. These ideas will be discussed further at future meetings. 6.0 New Business 7.0 Other Business Fugiel: thanked the volunteers that worked on the trails cleanup on November 2nd. He also reported that he talked with Schroeder's Ace Hardware about their CFL bulb collection. It appears it is at no cost to them and that we might be able to work out an agreement with their vendor to collect bulbs at the Recycling Extravaganza. Gorman: will look into this. 8.0 Information Only 130607 Home Energy Savings September Facebook and Website posting The Home Energy Savings utility bill insert was shared. 9.0 Adjournment A motion was made by Dana Moreau, seconded by Jason Cooper, that this meeting be adjourned at 8:10 PM.
