Meeting called to order by Chairperson Fugiel at 7:02 PM.

3.0 Public Participation
No public participation.
Gorman: introduced Ying Miao who has replaced Paul Kuehlenz as
an engineer on staff. She had formerly worked for DuPage County
and she may occasionally attend the Committee's meetings.
4.0 Approval of Minutes
A motion was made by Dana Moreau, seconded by Darlene Bartt, that the
minutes be approved . The motion passed by an unanimous vote.
5.0 Unfinished Business
140038 2014 Recycling Extravaganza
After Action Review (AAR)
Gorman: roles need to be allocated. Diana had volunteered to handle
volunteer registration again. Dana and Darlene will handle publicity.
Diana and Darlene will handle the volunteer tent. A coordinator for the
books area will be determined at the event.
The poster was reviewed and Dana suggested removing the two
"Items Accepted" boxes and adding the Village logo. Moreau: would
Goodwill be interested in the left over books? Gorman: explained that
the volume fills a third of a semi-trailer so it would be best to keep
using the paper recycling vendor.

140229 Proposed Amendments to Section 92.13 of the Village Code -
Waste Container Placement

Ordinance approving text amendments to the Lombard Village Code
Title 9, Chapter 92, Section 92.13 regarding placement of refuse
containers. (DISTRICTS - ALL)
Bill Heniff: went over the memo in the agenda packet. The existing
Code was enacted back at a time when a variety of cans and bags
were used so aesthetics, health and sanitation have since improved
with the standardized toters. There are still other containers used for
contents such as yard waste and pet waste so the proposed Code
amendment needs to address both toters and other containers .
Richardt: asked if toters would be allowed in front of a house? Heniff :
replied that was correct, within three feet of the house. Containers
other than toters provided by Waste Management would need to be
behind the front wall and not visible from the street. There is
wide-spread noncompliance with the current Code that makes
enforcement difficult. The issue is that some properties have a lack of
available space in the side yard or in garages for their toters. Cooper:
asked what percentage of cases would this amendment cover?
Heniff: most, if not all. Cooper: asked if a setback from the property
lines was considered? Heniff: enforcement will be clearer if it is
based on distance from buildings on the lot. Moreau: raised concern
about the aesthetics of allowing toters to be placed in front of houses .
There was discussion about the non-standard containers needing to
not be visible from the street. Richardt: asked about corner lots.
Heniff: it would apply to being seen from any street. The Committee
discussed minor revisions to the draft.
(E) Waste containers being stored outside for single-family
dwellings, two-family dwellings or attached single-family dwellings
shall be placed in the following manner:
1. Waste containers provided by the Village’s authorized
waste collection firm shall be located within three (3)
feet of the exterior wall of any building located on the
premises.
2. Waste containers not provided by the Village’s
authorized waste collection firm:
a. shall be located further back from the front wall
of the principal building,
b. shall not be visible from public streets, and
c. shall be located within three (3) feet of the
exterior wall of any building located on the
premises.
The location and screening requirements shall not apply to
dumpsters used other than for regularly scheduled service of at
least once every seven days.
It was moved by Jason Cooper, seconded by Darlene Bartt to approve the
following amendment to Section 92.13 of the Village Code. The motion carried

7.0 Other Business
Richardt: asked whether the Arbor Day tree tags should come down
now? Gorman: yes they should and thanked those that put them up.
Will get new tags for next year.

A motion was made by Dana Moreau, seconded by Jason Cooper, that the
meeting be adjourned at 7:47 PM. The motion passed by an unanimous vote.
