The Pledge of Allegiance was led by Trustee Foltynewicz. 2.0 Roll Call Present 8 - Reid Foltyniewicz, James W. Hogan, David Cain Jr., Dan Hartweg, Jay Tovian, Ambareen Ahmed, Randy King, and Michael Himmes Absent 2 - Mary Cation, and Paul Chirchirillo Staff Present: Tim Sexton, Jamie Cunningham 3.0 Public Participation None 4.0 Approval of Minutes It was moved by Tovian, seconded by Hartweg, to approve the minutes for the July 24, 2017 meeting. The motion carried by the following voice vote: Aye: 7- James W. Hogan, David Cain Jr., Dan Hartweg, Jay Tovian, Ambareen Ahmed, Randy King, and Michael Himmes Absent: 1- Mary Cation Village of Lombard Page 1 Finance & Administration Meeting Minutes September 25, 2017 Committee 5.0 New Business 170398 2017 Proposed Tax Levy Review and recommendation to the Village Board of the 2017 Statutorily Permissible Property Tax Levy. Tim reviewed the 2017 Statutorily Permissible Property Tax Levy memo. It was moved by Hogan, seconded by Ahmed, to recommend to the Village Board to approve the proposed 2017 Statutorily Permissible Property Tax Levy. The motion carried by the following voice vote: Aye: 7- James W. Hogan, David Cain Jr., Dan Hartweg, Jay Tovian, Ambareen Ahmed, Randy King, and Michael Himmes Absent: 1- Mary Cation 170403 FY 2018 Proposed Budget and 2018 Water and Sewer Rates This document is attached for the Committee's review, discussion and recommendation to the Village Board. The proposed budget will be reviewed. Tim reviewed the Village Manager transmittal letter in the 2018 Proposed Budget package. He also discussed the proposed 2018 Water and Sewer Rates. It was moved by Himmes, seconded by King, to recommend to the Village Board to approve the proposed 2018 Proposed Budget. The motion carried by the following voice vote: Aye: 7- James W. Hogan, David Cain Jr., Dan Hartweg, Jay Tovian, Ambareen Ahmed, Randy King, and Michael Himmes Absent: 1- Mary Cation It was moved by Hogan, seconded by Tovian, to recommend to the Village Board to approve the proposed 2018 Water and Sewer Rates. The motion carried by the following voice vote: Aye: 7 - Dan Hartweg, Mike Himmes, Ambareen Ahmed, Jay Tovian, Randy King, David Cain, James Hogan Absent: 1- Mary Cation 170404 Water Meter Communications Plan/Progress Report on Residential Water Meter Change-out Program Jamie reviewed the flyer that would go into the mailed water bills and Village of Lombard Page 2 Finance & Administration Meeting Minutes September 25, 2017 Committee Tovian made a couple of corrections that will be adjusted in the final flyer. Jamie also discussed the progress on the residential water-meter change out program. The program is set to begin in November. 170405 PSEBA Administrative Hearing Ordinance Ordinance establishing an administrative proceeding for the Village relative to PSEBA benefits for public safety personnel who have suffered extreme injury or fatality in the line of duty. Tim discussed a draft ordinance creating Article VI of Chapter 35 of Title III of the Village Code regarding the administration of PSEBA claims that will be going to the Board of Trustees for approval. This ordinance will set an administrative process to review the PSEBA application to determine eligibility. 6.0 Other Business 7.0 Information Only Trustee Foltyniewicz discussed the article provided on other municipalities proposed tax increases. He congratulated and thanked the Finance and Administration Committee for being proactive over the past few years to reduce the deficit. 8.0 Review of Financial Information Tim reviewed the preliminary financial report for August 2017 9.0 Future Meeting Dates 10/23/2017 @ 6:00 p.m.--Monthly Finance and Administration Committee meeting 11/27/2017@6:00 p.m. --Monthly Finance and Administration Committee meeting to review insurance renewal options and kick-off 2019 Budget Planning 10.
