Hogan, Dan Hartweg, Jay Tovian, Randy King, and Michael Himmes Absent 3 - David Cain Jr., Ambareen Ahmed, and Paul Chirchirillo Staff Present: Tim Sexton, Jamie Cunningham Others Present: Eric Callocchia from Municipal & Financial Services Group (MFSG) 3.0 Public Participation None 4.0 Approval of Minutes A motion was made by Cation, seconded by King, to approve the minutes for the January 22, 2018 meeting. The motion carried by the following vote: Aye: 6- Mary Cation, James W. Hogan, Dan Hartweg, Jay Tovian, Randy King, and Michael Himmes Absent: 3- David Cain Jr., Ambareen Ahmed, and Paul Chirchirillo 5.0 New Business 6.0 Old Business 180149 2019 Budget Discussion Tim reviewed the budget memo with the information requested during previous meeting and other Committee feedback. A motion was made by Cation, seconded by Tovian, to recommend proposed reductions and revenue increases to the Board of Trustees for Approval. The motion carried by the following voice vote: Aye: 6 - Mary Cation, Dan Hartweg, Michael Himmes, Jim Hogan, Randy King, Jay Tovian Absent: 3 - David Cain Jr., Ambareen Ahmed and Paul Chirchirillo Village of Lombard Page 1 Finance & Administration Meeting Minutes March 19, 2018 Committee 180150 Water and Sewer Rate Study Eric Callocchia from Municipal & Financial Services Group (MFSG) will lead discussion on potential rate structures for F&A Committee to provide direction to staff for study. Eric Callocchia from MFSG led a discussion on options for rate structures. Tim discussed the NHR sales tax and using those funds for construction fund and storm water because water and sewer has a dedicated funding source. The consensus from the F&A Committee on the Water & Sewer rate was that their preference would be the moderate rate structure option (15% fixed/85% variable) presented at the meeting along with changing to monthly billing. This will be further discussed at the Joint PW&E and F&A Committee meeting on June 12, 2019. 7.0 Review of Financial Information Tim reviewed the February 2018 financial information with the F&A Committee. 8.0 Information Only 9.0 Future Meeting Dates June 12th @ 5 p.m. Joint F&A Committee and PW&E Committee to develop a joint Water & Sewer Rate Study recommendation that will be reviewed by the Village Board at a joint workshop in August. (immediately following 5 p.m. meeting) F&A Committee will adjourn to the Village Manager’s Conference room for a meeting to review the 2017 CAFR with auditor from Lauterbach & Amen and provide update on 2017 Waterfall (Long Range Plan Fund) June 25th Regular Meeting Cancelled July 23rd Regular Meeting Cancelled The workshop dates below may be subject to change. August 20th@ 5 p.m Joint Board, PW&E Committee and F&A Committee Water & Sewer Rate Workshop Village of Lombard Page 2 Finance & Administration Meeting Minutes March 19, 2018 Committee August 20th immediately following Joint Water & Sewer Rate Workshop the Village Board will meet for the 2019 Budget Workshop to discuss Public Works Department and Capital Improvement Plan (optional for F&A Committee) August 27th @ 6 p.m. 2019 Village Board Budget Workshop to review Police, Fire, Village Manager, Finance, and Community Development budgets (optional for F&A Committee) 10 Adjournment It was moved by Hogan, seconded by Himmes, to adjourn the meeting at 7:58 p.m. The motion carried by the following voice vote: Aye: 6- Mary Cation, James W.
