1.0 Call to Order and Pledge of Allegiance
The Pledge of Allegiance was led by Trustee Ware.
The Joint Finance & Administration (F&A) and Public Works &
Environmental Concerns Committee meeting of June 12, 2018 was
called to order at 5:00 P.M. by Trustee Ware
2.0 Roll Call - Finance & Administration Committee

2.0 Roll Call - Public Works & Environmental Concerns Committee

180272 Water and Sewer Rate Structure Discussion
Jamie Cunningham introduced Eric Callocchia from Municipal &
Financial Services Group (MFSG) and Eric quickly reviewed the
presentation that was provided to both Committees at prior
Committee meetings. Eric also provided a bill impact handout
showing a potential design structure based on both Committees
feedback at their individual meetings.
The requested action from both Committees at the meeting was to:
1. Provide a recommendation for a rate structure: Current or
Moderate (15%/fixed/85% variable)

2. Billing Options: Current (bi-monthly) or Change to monthly once
all meters are exchanged
3. Bill Presentation: Option 1: 2 rates (fixed and variable); Option 2:
Breakout each different type of rate
Discussion followed and we went around the room to get preferences
from each Committee member.
Robert Bachner - A service fee is necessary and tier commercial
rate incrementally.
Michael Himmes - There should be an equal fixed fee for all and an
incremental increase for everybody over a certain point.
David Arnold - Variable fee that goes higher as consumption
increases.
Mark Dvorak - Good with what the current rate structure.
Allen Hennig -- Would like to see monthly bill scenerios.
Joe Glazier - Concerned with the % increase for low usage users.
John Kaforski - Would like the monthly bill and we should rip off the
band aid on rate increases at one time. Commercial should be a
different rate. He would like to see examples of proposed structure
for restaurants and large apartments with one meter.
Mary Cation - Likes the moderate model. There needs to be an
education process that the water fund was subsidized with NHR sales
tax. Rip off the band aid because we have to make a change no
matter what.
Jay Tovian - Likes monthly bill option and some adjustment to the
moderate model for low and high users.
David Cain - Due to peoples incomes, there needs to be a phased in
approach.
Randy King - Larger meter customers should have a larger capital
fee and phase in the rate increase over 2-3 years.

Jim Hogan - Phase in the rate increase, in favor of capital fee and
tiered rates.
Ambareen Ahmed -- Would like a breakdown of the monthly bill.
Carl Goldsmith - Breaking the bill out with the moderate rate structure
amounts to $1.50 per day for everything.
Trustee Ware - Would like to see residential compared to
commercial in different types of scenarios discussed.
Trustee Foltyniewicz - Move to monthly billing, breakout bill (more
information the better) and increase over a certain amount of usage.
Likes the moderate model, consider looking at incremental
usage…once reach 20K gals consumers need to realize the impact.
Eric summarized the feedback provided by the Committee members
and stated that we will come back with additional options and
information broken out by residential and commercial based on the
preferences of the Committee.
5.0 Adjournment - Finance & Administration Committee and Public

It was moved by Cation, seconded by Ahmed, to adjourn the meeting at 7:00
p.m. The motion carried unanimously by the following voice vote:
