Present 6 - Keith Giagnorio, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, and Bill Ware Absent 1 - Robyn Pike Also Present Village clerk Sharon Kuderna 4.0 Public Participation 5.0 Agenda 180305 FY2019-FY2028 Capital Improvement Program Review and discuss the draft of the FY2019-FY2028 CIP. Director of Public Works Carl Goldsmith provided a Powerpoint overview as follows: The CIP is developed to articulate the goals and objectives of the Village, and is based upon the Village Board's strategic goals and objectives. The projects are developed and administered in accordance with Federal, State,County, Village and Departmental policies and regulations. Plan seeks to extend the useful life of Village-owned/maintained assets and infrastructure. Director Goldsmith highlighted: The local and non-local sources; noted the Ten Year 2019-2028 CIP program is estimated at $150,701,952. with local funding at $142,064,202 (94.27%) and non-local finding at $8,637,750 (5.73%); the FY 2019 CIP program estimate is $7,861,640 with local funding at $7,069,140 (89.92%) and non-local funding $792,500 (10.08%); reviewed the categories based upon project type including Bikeway & Pedestrian Path Improvements ($20,000), Commuter Parking Facilities ($13,000), Facility Improvements & Maintenance ($924,000), Parking Lot improvements ($29,000), Professional Services ($112,640), Village of Lombard Page 2 Joint Special Meeting of the Village Minutes August 20, 2018 Board and Special Meeting of the Public Works and Environmental Concerns Committee Right-of-Way Maintenance & Beautification ($96,000), Sewer System/Stormwater Control Improvements ($1,887,000), Sidewalk Improvements ($170,000), Street Construction & Maintenance ($3,430,000), Traffic Signal & Street Lighting Improvements ($574,000) and Water System Improvements ($606,000) and reviewed the various projects contained in those categories. President Giagnorio questioned the Main Street Pedestrian Crossing at the Prairie Path. Director Goldsmith indicated safety enhanced improvements to that intersection would be very cost prohibitive and educating the pedestrian, bicyclists and motorists would probably be a key factor. 6.0 Adjournment - Village Board of Trustees A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Bill Johnston, that the Special meeting of the President and Board of Trustees of the Village of Lombard held on Monday, August 20, 2018 in the Community Room of the Lombard Village Hall be adjourned at 6:40 p.m. The motion carried by the following vote: Aye: 5- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, and Bill Ware Absent: 1- Robyn Pike 6.0 Adjournment - Public Works & Environmental Concerns Committee A motion was made by Robert Bachner, seconded by Mark Dvorak, that the Special meeting of the Public Works & Environmental Concerns Committee held on Monday, August 20, 2018 in the Community Room of the Lombard Village Hall be adjourned at 6:40 p.m. The motion carried by the following vote: Aye: 6- Arthur Kuehl, Mark Dvorak, Mike Kuderna, Joe Glazier Jr., Robert Bachner, and Allen Hennig Absent: 2- John Kaforski, and David Arnold Village of Lombard Page 3
