Call to Order and Pledge of Allegiance
Chairperson Schneider called the meeting to order at 7:30 p.m.
Chairperson Schneider led the Pledge of Allegiance.

Approval of Minutes
A motion was made by Commissioner Poskocil and seconded by
Commissioner O’Brien, to approve the minutes of the meeting on July 19, 2016
with no changes. The motion passed by a unanimous vote.

A Public Hearing regarding the proposed designation of 128-132 W.
St. Charles Road as a landmark site. (DISTRICT #1)
There were no members of the public present.

Chairperson Schneider stated the public hearing process and future
procedures.
Motion to Close the Public Hearing
A motion was made by Commissioner Fetters and seconded by Commissioner
Anstee to close the public hearing. The motion passed by a unanimous vote.
Discussion Relative to the Designation of 128-132 W. St. Charles
Road as a Landmark Site
The Commissioners discussed the issue of exempting signage and
lighting as a condition of approval. A precedent was set by including
this condition in the list of conditions of approval for 101 W. St.
Charles Road in 2015. The property owner of 128-132 W. St. Charles
Road has a copy of the staff report and has the understanding that
signage and lighting would be exempt therefore an explanation would
be required if this condition is removed. Commissioner Myers
volunteered to prepare a letter to Mr. Masterson explaining the
removal of condition #2 of the staff report.
Lombard Historical Commission Action

Request to direct staff to prepare a written recommendation to the
Village Board for approval by the Historical Preservation Commission
at a future meeting regarding the designation of 128-132 W. St.
Charles Road as a landmark site. (DISTRICT #1)
On a motion by Commissioner Henaghan and seconded by Commissioner
Myers, the Historic Preservation Commission voted 8-1 with 1 abstention to
recommend 128-132 W. St. Charles Road be designated as a landmark site
based on Section 32.079(C)(1), (2) and (3) subject to the following four
conditions:
1. The landmark site designation is limited to the exterior of the existing
building, as built circa 1927, and is further limited to the building’s current
location on the property at 128-132 W. St. Charles Road.
2. Any proposed exterior painting shall require a certificate of
appropriateness if other than the existing color. Maintaining the existing
colors of paint would not require a certificate of
appropriateness.
3. The property and structure shall be maintained in good condition.

4. If the building is damaged or destroyed, to the extent of more than fifty
percent (50%) of the value of the site immediately prior to such damage, then
the building’s historical designation shall be considered null and void.
The Finding of Fact meeting is scheduled for August 16, 2016 at 7:30 pm.
Adjournment
On a motion by Commissioner Poskocil and seconded by Commissioner
Mueller, and all were in favor, the meeting was adjourned at 8:17 p.m.
