Roll Call Present 8 - Rita Schneider, Tom Fetters, Eileen Mueller, Richard Anstee, Jennifer Henaghan, Lyn Myers, Patricia Poskocil, and Marcy Novak Absent 3 - Brigitte O'Brien, Jack Jones, and Stephanie Zabela Also present: Tami Urish, Planner I, Staff Liaison Approval of Minutes A motion was made by Commissioner Anstee and seconded by Commissioner Fetters, to approve the minutes of the meeting on August 16, 2016 with the following change: correct the misspelling of Commissioner Myers’ name under Approval of Minutes and remove the period after the 2 in the fourth paragraph. The motion passed by a unanimous vote. Public Participation There were no other members of the public present. Chairman's Remarks Chairperson Schneider reported on an Illinois Association of Historic Village of Lombard Page 1 Lombard Historic Preservation Minutes October 18, 2016 Commission Preservation Commissions meeting that she and Commissioner Poskocil attended on October 12, 2016 in Elmhurst, IL. Handouts were obtained for the presentations “Preservation in Elmhurst” by Lisa DiChiera and “Financial Incentives for Historic Buildings” by Anthony Rubano and will be distributed by staff. Of particular interest was a discussion regarding preservation easements. Owners who donate a preservation easement to a qualifying nonprofit organization (Landmarks Illinois) may be eligible for a charitable donation income tax deduction. Also, preservation easements are recognized as the strongest and only perpetual protection available for historic properties. The next Illinois Association of Historic Preservation Commissions meeting is scheduled for March at Downers Grove. There are plans to hold the meeting scheduled for May 13, 2017 in Lombard at the Victorian Cottage Museum’s Carriage House. Reports A. Local Landmarks - Eileen Mueller Commissioner Mueller updated the Commission about the signage project for the Illinois Prairie Path that the signs were completed by the sign company and Public Works is submitting a permit amendment with DuPage County in order to install the signs on county property. The Director of Public Works, Carl Goldsmith reported to staff that the permit has been submitted however it is unknown how long the approval process will take. Also, the trails manager has been recently replaced and the arrangement made with the previous trails manager may not be the same approval process. The sign installations may be in the spring. H. Historical Survey, 2016 160435 Local Landmark Survey Discussion relative to updating the inventory of local landmarks. (DISTRICTS - ALL) Chairperson Schneider reported that Douglas Gilbert has visited the 43 sites with plans to finish in mid-November. The majority of the sites are on the north side of town. On a motion by Commissioner Novak and seconded by Commissioner Poskocil, the Historic Preservation Commission voted 8-0 to approve the increase of the budgeted amount for the Local Landmarks Survey 2016 to be prepared by Douglas Gilbert for an additional $300 to the previously agreed upon amount of $1,500. Village of Lombard Page 2 Lombard Historic Preservation Minutes October 18, 2016 Commission The motion carried by the following vote: Aye: 8- Rita Schneider, Tom Fetters, Eileen Mueller, Richard Anstee, Jennifer Henaghan, Lyn Myers, Patricia Poskocil, and Marcy Novak Absent: 3- Brigitte O'Brien, Jack Jones, and Stephanie Zabela B. Finance - Richard Anstee Commissioner Anstee reported that the 2017 proposed budget was $400 over last year’s budget so staff recommended approval. The Board of Trustees is expected to approve the budget November 17. C. Personnel - Pat Poskocil No Report D. Ex-Officio Report - Jennifer Henaghan U.S. Representative Peter Roskam stopped by the Peck Homestead on October 14 to thank volunteers from the United Parcel Service (UPS) Addison Hub for assisting GBL Painting with the painting of the first floor of the house. The museum personnel have put together an excellent exhibit at the Victorian Cottage of mourning during the Victorian age. November 5 - The Victorian Cottage’s Carriage House will be part of the Christmas Mart. November 11 - A Saucy Tales Pub Crawl is scheduled at various bars in downtown Lombard. November 14 - Former LHS director Jeanne Schultz Angel will explore the history behind the anti-slavery movement in northern Illinois an Abolitionist Presentation, “The Anti-slavery Movement.” December 3 - Jingle Bell Jubilee December 8 - A volunteer and member appreciation event E. Lombard Cemetery - Tom Fetters Commissioner Fetters reported that the committee has not met. Chairperson Schneider reported that the retaining wall has been rebuilt by Public Works at the front of the cemetery. Also, a large tree was removed and further vegetation management is needed. F. National Register Work for Sheldon Peck Homestead Commissioner Poskocil reported that a meeting is scheduled with the writing team in mid-November to move forward. Village of Lombard Page 3 Lombard Historic Preservation Minutes October 18, 2016 Commission Commissioner Jones arrived to the meeting at 8:10 pm. G. Heritage Award - Lyn Myers Commissioner Myers reported that she will have a report in January regarding any revisions of the application for 2017. Planner's Report None Unfinished Business 160175 Certified Local Government (CLG) Discussion relative to applying for Certified Local Government status. (DISTRICTS - ALL) The Commissioners reviewed the preliminary application and draft historic preservation plan with minor corrections. Commissioner Henaghan suggested that the historic preservation plan should be renamed since a historic preservation plan should follow certain procedures to be an official plan. It was suggested to use the title “Historic Preservation Program; Survey, Designation and Protection Activities” instead. Commissioner Anstee suggested that creating a historic preservation plan should be added to “Goal 1” under the Historic Preservation Goals and Objectives in the application. All agreed. Chairperson Schneider suggested that a committee begin looking into creating a historic preservation plan. Commissioners Myers, Henaghan and Novak volunteered. Commissioner Poskocil stated that the Network to Freedom needs to be part of the application. New Business McKee House Commissioner Novak questioned if anyone one had any information of how the DuPage County Forest Preserve voted in regard to the McKee House. There was no information offered. Chairperson Schneider reminded all that personal involvement in rescuing the McKee House is encouraged however the Historic Preservation Commission cannot formally support unless a statement is proposed to the Village Board of Trustees with approval. Staff indicated that the McKee House at 889 W. St. Charles Road is within the Village of Lombard’s boundaries and not unincorporated. The boundary agreement between Lombard and Glen Ellyn is complex with the Village of Lombard Page 4 Lombard Historic Preservation Minutes October 18, 2016 Commission conditions that the McKee House can be annexed into Glen Ellyn. Update to Robert’s Rule of Order Commissioner Novak asked if the Village was aware that there is an update to the Robert’s Rule of Order that condenses the call to order, pledge, etc. Staff responded that it would be checked into.
