Roll Call Present 8 - Rita Schneider, Tom Fetters, Eileen Mueller, Jennifer Henaghan, Lyn Myers, Patricia Poskocil, Jack Jones, and Marcy Novak Absent 3 - Brigitte O'Brien, Richard Anstee, and Stephanie Zabela Also present: Tami Urish, Planner I, Staff Liaison. Approval of Minutes A motion was made by Commissioner Myers and seconded by Commissioner Poskocil, to approve the minutes of the meeting on October 18, 2017 with no changes. The motion passed by a unanimous vote. Public Participation There were no members of the public present. Chairman's Remarks No Remarks. Reports Village of Lombard Page 1 Lombard Historic Preservation Minutes January 17, 2017 Commission A. Local Landmarks - Eileen Mueller Commissioner Mueller reported that she spoke with Carl Goldsmith, Director of Public Works, and he reported that he is awaiting approval of the amended permit with DuPage County to install the Prairie Path signs. Commissioner Mueller also spoke with Tom Masterson about arranging publicity for the installation of his local landmark plaque for 128-132 W. St. Charles Road. B. Finance - Richard Anstee No Report. C. Personnel - Pat Poskocil Commissioner Poskocil reported that she is reviewing the personnel manual with the Historical Society. D. Ex-Officio Report - Jennifer Henaghan Commissioner Henaghan reported that the total attendance of the Historical Society’s museums and events for 2016 was 10,243 which were down slightly from 2015. Both museums are closed in January with the exception of the Sheldon Peck Homestead Museum was open on Martin Luther King Day, January 16th. The water damage in the corner of the homestead was repaired with a reclaimed beam. February 22 at 7 pm, Sheldon Peck Homestead Museum: Through the Darkness to Light - Artist Reception, a program that fully immerses its audience in the awe-inspiring history of the Underground Railroad through a series of breathtaking photographs. The series chronicles the perilous journey of those who sought freedom from slavery in the 1800s. Tickets are $5 for members and $8 for non-members. The photography exhibit can be viewed Feb. 2 - March 16 during regular museum hours with a suggested donation of $2. The Victorian Cottage Museum will reopen in March. E. Lombard Cemetery - Tom Fetters Commissioner Fetters reported that he has walked through the cemetery and it is in satisfactory condition. Chairperson Schneider reported that Scout Master Bruce Blake has been in contact with her and he and the troop are planning a spring cleanup in April. National Register Work for Sheldon Peck Homestead Commissioner Poskocil reported the work continues on the application. Chairperson Schneider stated that she has discussed with Douglas Gilbert plans to prepare an application for Lilacia Park. G. Heritage Award - Lyn Myers Commissioner Myers reported plaques were prepared for the photos in the Village Hall, Community Room. Commissioner Myers investigated continuing education opportunities with results of some available online and some available at Mt Carroll, Illinois and in Indiana. The drawback of the Mt. Carroll offering was the expense and weeklong commitment. Chairperson Schneider suggested reviewing the National Alliance of Commissions for ideas. The Historical Preservation Commission will be hosting a meeting of the Landmarks Illinois on May 13, 2017. Commissioner Myers reported that she is working on a worksheet to track the application of local landmarks. Commissioner Myers reported that she is in the process of streamlining the application for the Heritage Award including a timeline. The application will be for two different categories with one for people and the other for projects. Each of these will have three subcategories. The plan is to advertise the deadline for nominations in March with reminders in April and May. H. Historical Survey, 2016 Chairperson Schneider reported that the draft will be ready for review for the April 18, 2017 meeting. Planner's Report None. Unfinished Business Certified Local Government (CLG): No contact to staff from the IHPA about the application has been received. Commissioner Henaghan suggested an application for a grant request could be prepared in Village of Lombard Page 3 Lombard Historic Preservation Minutes January 17, 2017 Commission case the application is approved prior to the grant request deadline. New Business 170014 2016 Annual Report Review of the Historical Commission's 2016 Annual Report to the Village Board. The annual report prepared by Chairperson Schneider was discussed and reviewed for submittal to the Village Board. 170015 Election of Officers Per the Commission By-Laws, the members must elect a Chair, Vice-Chair and Secretary in January of odd-numbered years. On a motion by Commissioner Henaghan and seconded by Commissioner Mueller, the Historic Preservation Commission voted 8-0 to recommend the nominations of Rita Schneider as President, Brigitte O’Brien as Vice President and Lyn Myers as Secretary. The motion carried by the following vote: Aye: 8- Rita Schneider, Tom Fetters, Eileen Mueller, Jennifer Henaghan, Lyn Myers, Patricia Poskocil, Jack Jones, and Marcy Novak Absent: 3- Brigitte O'Brien, Richard Anstee, and Stephanie Zabela On a motion by Commissioner Novak and seconded by Commissioner Poskocil, the Historic Preservation Commission voted 8-0 to approve Rita Schneider as President, Brigitte O’Brien as Vice President and Lyn Myers as Secretary. The motion carried by the following vote: Aye: 8- Rita Schneider, Tom Fetters, Eileen Mueller, Jennifer Henaghan, Lyn Myers, Patricia Poskocil, Jack Jones, and Marcy Novak Absent: 3- Brigitte O'Brien, Richard Anstee, and Stephanie Zabela Adjournment On a motion by Commissioner Poskocil and seconded by Commissioner Myers, and all were in favor, the meeting was adjourned at 8:45 p.m. Village of Lombard Page 4
