Roll Call Present 9 - Rita Schneider, Tom Fetters, Eileen Mueller, Brigitte O'Brien, Lyn Myers, Patricia Poskocil, Marcy Novak, Bob Wardzala, and Lynn O'Donnell Absent 2 - Jennifer Henaghan, and Stephanie Zabela Also present: Sharon Kuderna, Village Clerk, Village Liaison; Tami Urish, Planner I, Staff Liaison. Members of the Public: Dana Moreau, owner of Babcock's Grove House; and Matt Hickey, a high school student working on a project with his father Brian Hickey Public Hearings There were no public hearings. Approval of Minutes On a motion by Commissioner Poskocil, and seconded by Commissioner O'Brien, the minutes of the October 2, 2018 were approved with noted corrections. The motion passed by a unanimous vote. Village of Lombard Page 1 Lombard Historic Preservation Minutes October 16, 2018 Commission Chairman's Report Chairperson Schneider welcomed Matt and Brian to the meeting. Chairperson Schneider summarized her trip on October 2, 2018 to Springfield with Commissioner Poskocil to attend the IAM (Illinois Alliance of Museums) awards. Commissioner Poskocil was surprised that she was awarded Volunteer of the Year. She thanked everyone for their support. She was also proud of the award for Conservation and Preservation for the Sheldon Peck Homestead Foundation Project at the same event. Reports A. Local Landmarks - Eileen Mueller 180448 101 W. St. Charles Road Review of Certificate of Appropriateness for Exterior Entry Vestibules. (DISTRICT #1) 101 W. St. Charles Road; Request for a Certificate of Appropriateness for an Exterior Entry Vestibule Commissioner Mueller introduced the staff report as reference citing three reasons from the Secretary of the Interior’s Standards for Rehabilitation guidelines recommending approval. Chairperson Schneider asked Ms. Moreau if she had anything to add. She stated that the below zero temperatures is a challenge to the restaurant to maintain a comfortable temperature when the door is open. They looked at other options, air curtains are too loud and blow down on people’s heads which can be disconcerting. A vestibule inside the restaurant was not feasible due to the available size of the room. Chairperson Schneider asked if any Commissioners had a comment or question. Commissioner O’Donnell asked what color is the vestibule. Ms. Moreau stated that it is black as shown in the photo she submitted. Village of Lombard Page 2 Lombard Historic Preservation Minutes October 16, 2018 Commission 180199 305 Morningside Avenue Appeal of Certificate of Appropriateness Decision Update. (DISTRICT #5) Commissioner Mueller indicated that there was an ordinance relative to the address included in the Commissioners’ packets. Ms. Urish informed the Commissioners that the property owner’s request for the appeal of the HPC decision and removal of landmark designation was approved by the Village Board on July 19, 2018. The recorded ordinance was provided for their information. B. Finance Chairperson Schneider stated that she has been tracking the monthly reports and finances are in order. C. Personnel - Pat Poskocil Commissioner Poskocil stated that she checked in with Director Richardt and found that most of the events the museum staff planned have sold out. She reminded the group the Christmas Mart is scheduled for Saturday, November 3rd. D. Ex-Officio Report - Leslie Sulla Lombard Historical Society President, Leslie Sulla, provided copies of the following report in advance and Commissioner Myers read the report aloud as summarized: Highlights: The Society won the IAM (Illinois Alliance of Museums) award for Conservation and Preservation for the Sheldon Peck Homestead Foundation Project. Awards presentation was Oct 4 in Springfield. Pat Poskocil received the Lifetime Volunteer Achievement Award, Pat and Rita attended the award ceremony and conference. Sarah spoke at the conference on school /museum collaboration. The Society netted over $5000 on the cash raffle. Two of the winners generously donated part/ all of their prize money back to us. Public Works added a sidewalk to Plum’s garden shed. Very helpful when moving items into or out of the shed. The summer Thursday nights at the Peck were very well attended. Music and s’mores on the campfire entertained visitors. Campfires are now finished for the fall, but the Peck will still be open on Thursday Village of Lombard Page 3 Lombard Historic Preservation Minutes October 16, 2018 Commission nights for a social evening of bring-your-own-craft-projects. The Aug 10 Folksongs of Illinois with Musician Bucky Halker drew a decent attendance. Music is a perfect use of the Victorian gazebo. The "Elizabeth Keckley: White Man's Gold, The Seamstress" presentation on Oct 2 had a full house to learn the story of the African-American seamstress that befriended Mary Todd Lincoln. The program was co-hosted with the Glen Ellyn Historical Society and partially supported through a grant from the Illinois Humanities Council Road Scholars Program Future Programs: Two Cemetery Candlelight tours (Thursday October 10th (sic) and Friday October 19th) sold out quickly. One was planned but there were enough people on the waiting list to fill up a second night. Thursday, October 25th, 7pm: Spiritualism and Spooky Stories at the Cottage Saturday, November 3rd: Lombard Christmas Mart along Maple St. Saturday, December 1st: Jinglebell Jubilee, including Victorian Christmas tours at the Cottage Chairperson Schneider reviewed the history of Sheldon Peck and the Peck Homestead Museum to Mr. Hickey. E. Heritage Award - Lyn Myers Commissioner Myers informed the Commission that she plans to advertise the nomination of projects and/or people in the Pride newsletter that is published the first of the year along with other outlets such as the Lombardian. Commissioner Myers explained the back ground of the Heritage Award to Commissioner O’Donnell after her request for further details. F. Cemetery Chairperson Schneider reported that there will be a few events at the cemetery in October. As noted in Ms. Sulla’s report the Candlelight tours on October 18 and 19 are sold out. Also, a group from UPS has volunteered to help clean up the cemetery on October 18 from 9 a.m. to 1 p.m. Approximately 20 people are expected and plan to help with removing overgrown shrubs and weeds. On October 25th, Bill Hammerschmidt’s ashes will be interred with a military ceremony at 11 a.m. Village of Lombard Page 4 Lombard Historic Preservation Minutes October 16, 2018 Commission G. Certified Local Government 180198 National Register of Historic Places Application - Lilacia Park Chairperson Schneider stated the National Register application for Lilacia Park is underway. Museum staff, Chairperson Schneider and Bill Sosnowski met with Mark Stoner and Jennifer Kelliher, two of RATIO’s employees, on Friday, October 12 at the park and the museum archives room. Mr. Sosnowski brought some documents related to Lilacia Park (duplicates, etc.) that they considered disposing of them however Ms. Richardt deemed them worth saving for the archives. Commissioner Myers inquired if Ms. Richardt needed any assistance. Chairperson Schneider responded that she is fine for now. Chairperson Schneider intends to attend the Park Board meeting on October 23 and future meetings to keep them up to date on the progress of the application. A presentation by RATIO of their preliminary application will be late November for feedback. Planner's Report None Unfinished Business None New Business 1. Commission Vacancy Chairperson Schneider received an application for a possible replacement on the Commission since Commissioner Henaghan has moved out of town. This person also cited interest in environmental concerns and health therefore particular interest and background will have to be verified. Some Commissioners agreed that living in a historic house is adequate credentials. Commissioner Myers asked how a vacancy could be publicized. Chairperson Schneider suggested starting with Carol Bauer at the Village since that is who gives her the applications. Lustron Landmark Commissioner Fetters suggested that since 305 Morningside, a Lustron home, had landmark status removed perhaps another Lustron Village of Lombard Page 5 Lombard Historic Preservation Minutes October 16, 2018 Commission home could be found to replace it. Commissioner Fetters summarized the history of Lustron houses for Matt and Brian Hickey. Chairperson Schneider asked Commissioner Fetters if he had a Lustron house in mind to ask the owner to pursue landmark designation. Commissioner Fetters responded that he would investigate. Adjournment On a motion by Commissioner Poskocil and seconded by Commissioner Fetters, and all were in favor, the meeting was adjourned at 8:15 p.m Village of Lombard Page 6
