Call to Order and Pledge of Allegiance
Chairperson Schneider called the meeting to order at 7:33 p.m.
Chairperson Schneider led the Pledge of Allegiance.

There were no public hearings.
Business Meeting
Approval of Minutes
On a motion by Commissioner Mueller, and seconded by Commissioner
O'Brien, the minutes of the January 8, 2019 were approved with three changes
of misspelling and grammar errors. The motion passed by a unanimous vote.

A. Local Landmarks - Eileen Mueller
180193 134 W. St. Charles Road: Certificate of Appropriateness Request
Review Certificate of Appropriateness
(DISTRICT #1)
Commissioner Mueller outlined Tom Masterson’s request for a new
roof on the local landmark located at 134 W. St Charles Road.
On a motion made by Commissioner Mueller and seconded by Commissioner
Fetters, the Historic Preservation Commission finds that the proposed roof
complies with the criteria established for a certificate of appropriateness and,
therefore, I move that the Historic Preservation Commission approve a
certificate of appropriateness for said roof at 134 W. St. Charles Road, subject
to the following conditions:
1. The certificate of appropriateness shall be valid for a period of one year
from the date of approval. If the roof is not installed by said date, the
certificate shall be deemed null and void;
2. A building permit is required.
The motion carried by the following vote:

Stephanie Zabela, Bob Wardzala, Lynn O'Donnell, and Jason Sanders

Chairperson Schneider stated that Commissioner Sanders has
volunteered to chair this committee.
C. Personnel - Pat Poskocil
Commissioner Wardzala reported that Director Richardt’s third annual
evaluation will be scheduled soon.
D. Ex-Officio Report - Leslie Sulla
Lombard Historical Society President, Leslie Sulla, provided
copies of the following report:
Highlights:
· The Peck Exhibit kick-off reception was a huge success.
Delightful location, food, and an excellent presentation given
by Peck expert Richard Miller.

· In preparation for the Peck exhibit, new motion detector
cameras have been installed, and the windows have been
beefed up with extra pane of glass placed on the inside of
each window. The cameras can be watched from phones and
laptops - and the high-quality video feed is being recorded.
· Visit the new exhibit at the Carriage House - Building
Lombard: Celebrating 150 Years. It is up through August.
Wednesdays & Fridays 1-4pm; Saturdays 10am-2pm
Future Programs:
· Weds, 4/17, 7pm - Lilac Time Volunteer Training at
Carriage House. Docents, greeters, tour guides are all
needed for Lilac Time
· Sun, 4/28, 2pm - History book discussion at Carriage
House. Be Free or Die: The Amazing Story of Robert Smalls'
Escape from Slavery to Union Hero, by Cate Lineberry
· Thurs, 5/30, 7pm - The First Look for Donors and LHS
Members of the Peck Exhibit.
June 4 - The fabulous Peck Exhibit opens
E. Heritage Award - Lyn Myers
Commissioner Myers has followed up on advertising for nominations.
A story in the Lombardian is expected soon and she wrote letters to all
the current and future Trustees for suggested nominations.
F. Certified Local Government
Lilacia Park is expected to be formally placed on the list of National
Register of Historic Places sometime in April or May. The State’s
review committee requested a few small details be corrected.
Commissioner Myers shared that a library staff member informed her
that concern was raised about the timing of Lilacia Park’s application for
National Register of Historic Places could interfere with the plans for
the library to be torn down and rebuilt. Chairperson Schneider stated
that she will request a meeting with Village staff to investigate a letter
being sent to the Library Board with the time line of when the
Commission began meeting with the Park District to pursue an
application for National Register of Historic Places for Lilacia Park.
G. Cemetery
Chairperson Schneider distributed copies of a draft Cemetery
Maintenance and Use Agreement and requested comments from
Commissioners. A committee consisting of the Historic Preservation

Commission
Commission, Park District, Garden Club, VFW and Historical Society
will be formed to oversee the cemetery. The remainder of the funds left
by the defunct cemetery association before the cemetery was formally
abandoned has been held by the VFW after transferred from Kapsa for
repairing tombstones, will be transferred to the Lombard Historical
Society’s budget as a single line item. The Village of Lombard is
expected to continue to manage the grass mowing, tree trimming, etc.

Unfinished Business
Lustron Homes Update
Commissioner Fetters mentioned a Lustron House in Lombard that
may have been recently refurbished as most of the bush was cleared
from the site. The description of the location seemed to be an address
in unincorporated Lombard south of 16th Street.
New Business
Re-appointment of Commissioners
Chairperson Schneider and Commissioners Fetters, Mueller, Novak,
O’Donnell and Zabela all have terms that expired this year. All
confirmed that they are able and willing to serve another four-year term.
Chicago Suburban Preservation Alliance Meeting
Chairperson Schneider distributed copies of an agenda for the meeting
scheduled for Saturday, April 27th at Park Ridge, IL with an attachment
detailing a Department of Interior Proposed Rule that will be part of the
agenda. Commissioners were encouraged to attend if possible.

On a motion by Commissioner Myers and seconded by Commissioner Fetters
and all were in favor, the meeting was adjourned at 8:43 p.m.
