NOTICE OF MEETING MODIFICATION DUE TO COVID-19
In light of the Disaster Declaration issued by the Governor of the
State of Illinois relative to the COVID-19 pandemic, and pursuant to
Public Act 101-0640, the Chairperson of the Historic Preservation
Commission has determined that an in-person meeting of the
Historic Preservation Commission, or a meeting conducted under
the Open Meetings Act requirements, relative to a quorum of the
members of the Historic Preservation Commission being physically
present at a meeting when some members of the Historic
Preservation Commission are participating remotely, is not
practical or prudent because of the disaster.
Pursuant to Governor Pritzker’s Executive Order 2020-07, as
extended by Executive Orders 2020-18, 2020-33 and 2020-39,
2020-44, 2020-52, 2020-55, 2020-59, 2020-71 and pursuant to Public
Act 101-0640, HIstoric Preservation Commission members may
attend and participate in the meeting remotely, and physical
attendance at this meeting will be restricted solely to specified
Village officials, staff and consultants. Residents may view the
meeting live on television, at Comcast Channel 6 or AT&T Channel
99, or on online at

All interested persons will be given the opportunity to participate in
the public hearing via telephone or submission of public comments
or evidence in advance of the meeting

Persons interested in participating in the hearing via telephone
shall contact the Village in advance by any of the above methods
to obtain information necessary for telephonic participation in the
hearing. The Village requests that comments be submitted to the
Village by 4:00 p.m. on Wednesday December 2, 2020.
Notwithstanding this request, all comments received before the
public comment portion of the public hearing will be read into the
public meeting record. The physical attendance restrictions in
place for this meeting have been adopted to comply with Governor
Pritzker’s Executive Orders regarding social distancing and the
need to maximize residential self-isolation to slow the spread of
COVID-19 to the greatest extent possible.

Chairperson Schneider called the meeting to order at 7:32 p.m.

Approval of Minutes
The minutes of the meeting on October 22, 2020 were approved with a change
of a misspelled name. The motion was made by Commissioner Myers and
seconded by Commissioner Fetters and passed by a unanimous vote with an
individual roll call.

200394 215 S. Stewart Avenue - Certificate of Appropriateness Request
Review of Certificate of Appropriateness. (DISTRICT 4)
Chairperson Schneider stated that the Village received a request for
a certificate of appropriateness for 215 S. Stewart for replacing the
siding. She asked if the homeowners were present for the meeting.
Jessica Anderson responded that she and Tim Anderson are
present remotely.
Jessica Anderson stated that they reviewed the staff report and
understand why the HardiBoard was not recommended since it is a
synthetic product. She questioned why the cedar panel of shingles
were not recommended over the cedar individual single shake
shingles since they are the same material. The panel version is
cheaper as it is less labor intensive to install.
Commissioner Zabela expressed concern regarding the installation
of panels and the possible longevity. Chairperson Schneider
questioned the appearance of the panels and the possible uniformity
created when compared to individually installed shingles.
Commissioner Myers questioned the reason why the staff report
recommended the individual shingles over the panels without
providing a reason. Ms. Urish responded that the individual shingle
option was recommended because that is what was most likely
installed when the house was built. All reference to the siding of the
house was wood so the panel version would not jeopardize the local
landmark status of the house. The single shingle over the panel was
considered the best option.
Commissioner O’Donnell summarized her experience with
insurance companies and stated that the panel option is likely
cheaper and insurance would cover the cheaper option and not the
individual shingle installation. Ms. Anderson responded that there is
an insurance claim and the panel option is significantly less

expensive than the individual shingle. Exploring all the options that
balance the historical integrity of the house, the maintenance and
replacing as much as possible is their goal.
Chairperson Schneider asked how the panels are arranged with the
shingles. Tim Anderson responded that the panels are created with
shingles cut on an eight foot length that are installed overlapping
each other by rows. The existing shingles are installed at a straight
edge and the panel option can also be installed at a straight edge.
Commissioner O’Donnell suggested that the panel option is a better
option economically and should be considered.
Commissioner Myers requested that staff clarify the
recommendation made in the staff report in consideration of the
panel option. Ms. Urish stated that either option would be
acceptable since both options are wood which was identified in 2012
finding for the landmark and not more specific than that so the panel
option was not ruled out only considered a second choice.
Discussion of replacing damaged shingles only. Homeowners
responded that all the shingles are rotting and at the end of their useful
life. Also the logistics are not possible to disassemble and put back
old shingles with new ones. Chairperson Schneider asked which length
or exposure of the shingles are existing and which of the lengths were
chosen. Mr. Anderson responded that they selected the 4 ½ “ size.
On a motion by Commissioner Poskocil and seconded by Commissioner
Fetters, based on the submitted application and the testimony presented, the
Historic Preservation Commission finds that the proposed wood shingle siding
complies with the criteria established for a certificate of appropriateness and,
therefore, I move that the Historic Preservation Commission approve a
certificate of appropriateness for said wood shingle siding at 215 S. Stewart
Avenue. The Historic Preservation Commission voted 8-0 to approve a
certificate of appropriateness for wood shingle siding at 215 S. Stewart.
The motion carried by the following vote:

Zabela, Bob Wardzala, Jason Sanders, and Lynn O'Donnell
Absent: 2- Eileen Mueller, and Marcy Novak
