Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, April 20, 2021 7:30 PM Lombard Village Hall Lombard Historic Preservation Commission Rita Schneider, President Tom Fetters, Eileen Mueller, Brigitte O'Brien, Lyn Myers, Pat Poskocil, Marcy Novak, Stephanie Zabela, Bob Wardzala, Lynn O'Donnell and Jason Sanders Ex-Officio Member - Ed Seagraves Village Liaison - Sharon Kuderna Village Liaison - Tami Urish Lombard Historic Preservation Minutes April 20, 2021 Commission NOTICE OF MEETING MODIFICATION DUE TO COVID-19 In light of the Disaster Declaration issued by the Governor of the State of Illinois relative to the COVID-19 pandemic, and pursuant to Public Act 101-0640, the Chairperson of the Lombard Historic Preservation Commission has determined that an in-person meeting of the Lombard Historic Preservation Commission, or a meeting conducted under the Open Meetings Act requirements, relative to a quorum of the members of the Lombard Historic Preservation Commission being physically present at a meeting when some members of the Lombard Historic Preservation Commission are participating remotely, is not practical or prudent because of the disaster. Pursuant to Governor Pritzker’s Executive Order 2020-07, as extended by Executive Orders 2020-18, 2020-33 and 2020-39, 2020-44, 2020-52, 2020-55, 2020-59, 2020-71, 2020-74, 2021-01, 2021-04 and pursuant to Public Act 101-0640, which suspend the requirement of the Illinois Open Meetings Act requiring in-person attendance by members of a public body during the duration of the Gubernatorial Disaster Proclamation, members of the Lombard Historic Preservation Commission may be participating in the meeting through a virtual meeting platform. Physical attendance at this public meeting will be capped to a maximum capacity of 50 persons in total, inclusive of Village officials, staff and consultants (whose physical attendance will be given precedence), with strict social distancing requirements in place. While the public is welcome to attend the meeting, and provide comments, in person, given capacity limitations and the COVID-19 pandemic, residents are invited to view and participate remotely through the means offered below. All interested persons will be given the opportunity to participate in the public hearing via telephone or submission of public comments or evidence in advance of the meeting • email to communitydevelopment@villageoflombard.org • calling and leaving a voicemail at 630-620-5760 • letter mail to: Community Development Department Attn: Lombard Historic Preservation Commission Village of Lombard 255 E. The Village requests that comments be submitted to the Village by 4:00 p.m. on Tuesday, April 20, 2021. The physical attendance restrictions in place for this meeting have been adopted to comply with Governor Pritzker’s Executive Orders regarding social distancing and the need to maximize residential self-isolation to slow the spread of COVID-19 to the greatest extent possible Call to Order and Pledge of Allegiance Chairperson Schneider called the meeting to order at 7:33 p.m. Chairperson Schneider led the Pledge of Allegiance. Roll Call Present 7 - Rita Schneider, Eileen Mueller, Patricia Poskocil, Marcy Novak, Stephanie Zabela, Bob Wardzala, and Jason Sanders Absent 4 - Tom Fetters, Brigitte O'Brien, Lyn Myers, and Lynn O'Donnell Also present: Ed Seagraves, Ex-Officio; Tami Urish, Planner I, Staff Liaison. ALL COMMISSIONERS ATTENDED THE MEETING REMOTELY Business Meeting Approval of Minutes The minutes of the meeting on January 19, 2020 were approved with no changes. The motion was made by Commissioner Mueller and seconded by Commissioner Wardzala and passed by a unanimous vote with an individual roll call. Reports A. Local Landmarks - Eileen Mueller Commissioner Mueller stated that the formal presentation of the plaque for 515 N. West Road is still planned with the property owners at a future date. B. Finance - Jason Sanders Village of Lombard Page 2 Lombard Historic Preservation Minutes April 20, 2021 Commission Commissioner Sanders stated the final numbers came in below budget at 61% due to the pandemic for 2020. So far in 2021, 21% of the budget has been used. C. Personnel - Pat Poskocil Commissioner Poskocil reported that Executive Director, Alison Costanzo’s annual review was conducted with a positive result. D. Ex-Officio Report - Ed Seagraves Ed Seagraves provided an update of the Historical Society’s grant for an addition to the Carriage House. The grant is for two years. The Architectural Selection Process has begun along with meetings with Village staff. Other updates: · The Peck Homestead is open to visitors while the Victorian Cottage remains closed to visitors due to limited space for appropriate social distancing. The gift shop is open online. · The mailing for future programs went out the week before. · The annual meeting was held on April 12th with a Sears Homes Presentation. · Heritage tours in Lilacia Park will be conducted during lilac times. · The virtual house walk is scheduled for May 7th. E. Heritage Award - Lyn Myers No report at this time. F. Certified Local Government Commissioner Sanders shared that the grant request for $1500 for producing brochure of the local landmark process was submitted to the State. A decision is expected by May of this year. G. Cemetery No report at this time. Planner's Report Ms. Urish stated that a couple of property owners have called inquiring about the local landmark process. Preliminary questions in which the owners where not ready to obtain an application. Village of Lombard Page 3 Lombard Historic Preservation Minutes April 20, 2021 Commission New Business 1. Street Lighting: Preservation questions were discussed. It was decided that a letter to the Village Manager will be drafted for further information.
