Roll Call Present 8 - Jack Jones, Patricia Poskocil, Tom Fetters, Lyn Myers, Eileen Mueller, Richard Anstee, Brigitte O'Brien, and Jennifer Henaghan Absent 3 - Rita Schneider, Marcy Novak, and Stephanie Zabela Also present: Leslie Sulla, Ex Officio of the Lombard Historical Society; Jean Cooper, Historical Society Archivist and Tami Urish, Planner I, Staff Liaison. Approval of Minutes A motion was made by Jennifer Henaghan and seconded by Pat Poskocil, to approve the minutes of the meeting July 15, 2014 with the correction of Unfinished Business, Women’s Service League to be corrected to Lombard Service league. The motion passed by a unanimous vote with the aforementioned corrections. Public Participation There were no members of the public present. Chairman's Remarks The Chairperson had no remarks to present. Village of Lombard Page 1 Lombard Historical Commission Minutes October 21, 2014 Reports B. Finance - Richard Anstee For the 2015 Budget, Mr. Anstee reported that the proposed 10% salary increase did not receive support. The current salary increase for Village employees is 2.17%. Matching funds was offered for $7000. C. Personnel - Pat Poskocil A six month review of the newly hired director, Natalie Troiani (formerly Gacek) was conducted including museum operations and board relations and she is meeting all of her goals. D. Ex-Officio Report - Leslie Sulla Leslie Sulla reported on the Lombard Historical Society’s activities including: · Sweet’s Civil War Reenactment - The event was held on the weekend of July 26-27 at the Four Seasons Park attracted nearly 5000 attendees. · Peckapalooza - In August, the 175th anniversary of Sheldon Peck Homestead was celebrated over a weekend of exhibit previews, games, music by Plank Road players and two well-attended speaker events. · A joint partnership with the library hosting history book discussions has garnered a loyal following. The next book to be discussed on November 16 is The Irregulars about Roald Dahl’s time in DC as a British spy. · Natalie Troiani (formerly Gacek) attended the AASLH conference in St. Paul and came back with ideas for freshening up ‘historic house’ exhibits. A lot of museums are moving away from the typical static historic house/room re-creations. · The Historical Society will be working with the Village to determine when to finish repaying the carriage house loan. Approximately $25,000 is needed and Capital Campaign plea letters will be sent out in November. · Upcoming events include the Maple Street Christmas Village of Lombard Page 2 Lombard Historical Commission Minutes October 21, 2014 Mart on November 1 and Jinglebell Jubilee on December 6. E. Lombard Cemetery - Tom Fetters · On July 16, ‘ritualistic items’ were removed from under a tree just north of the main path near the west end. A large limb was removed from the northeast section. · Several broken stones were discussed for restoration work. The committee approved a motion that the funds deposited with Kapsa, which was subject to a $50 annual fee, will be moved to the Pennies for Patriots funds which the VFW controls. The funds will be available for stone repair as needed. Accurate Veteran identification of graves was also discussed. · Preparation work was discussed for a new sign at the rear entrance to be submitted to the Lombard Park District. F. National Register Work for Sheldon Peck Homestead Ms. Poskocil reported that Mr. Schultz, an architect, has expressed interest in volunteering his services concerning the Peck Homestead’s foundation restoration. G. Heritage Award - Lyn Myers Ms. Myers reported that no applications were received for the award and asserts that Commissioners should not be expected to create applications since it was never planned that there would necessarily be an award every year. Perhaps getting the Trustees and the Maple Street Chapel committee members involved in the nominating process for ideas would be helpful for next year. The selection committee for the award requires additional members to be solicited. A. Local Landmarks - Eileen Mueller 130213 Local Landmark Survey - 2014 Historic Survey (Survey of Sites) Resolution accepting an update to the historic sites and structures inventory according to Section 32.079(B). (DISTRICTS - ALL) The Commissioners discussed the survey prepared by Mr. Gilbert. Village of Lombard Page 3 Lombard Historical Commission Minutes October 21, 2014 Ms. Poskocil expressed concerns of the Peck Homestead (355 East Parkside) description in the Southeast quadrant of the survey. The words “reconstructed or reconstruction” should be replaced with the words “restored or restoration” to reflect accurately the work performed on the structure. Also, “field stone/concrete” should be added to the foundation material listed. The cemetery should have been included in the survey. The Commissioners discussed the value of the database and how to share the material and receive feedback from the public. It was decided that the “gatekeeper” to the survey will be the Historical Society Archivist. Jean Cooper outlined that she could receive comments and feedback from the public and verify any disputed facts listed in the survey. She will be the only person permitted to alter the survey once she has inspected the evidence presented to refute any found errors in the survey. Village staff will receive an updated survey from Ms. Cooper in order to keep their files including the Village’s website up to date. A motion was made by Eileen Mueller, seconded by Pat Poskocil, to accept the Village of Lombard Architectural and Historical Survey prepared by Douglas Gilbert and to recommend to the Corporate Authorities acceptance of the Village of Lombard Architectural and Historical Survey subject to the corrections to 355 East Parkside outlined above. The motion carried by an unanimous vote that the Village Board accept the Village of Lombard Architectural and Historical Survey subject to the following corrections to 355 East Parkside: the words “restored or restoration” to replace the words “reconstructed or reconstruction” and “field stone/concrete” to be added to the foundation material listed. Staff will prepare a Resolution for the next Village Board meeting scheduled for November 6, 2014. Planner's Report There was no Planner's Report. Unfinished Business There was no unfinished business. New Business There was no new business. Adjournment The next meeting will be held on January 20, 2015 at 7:30 p.m. at Village Hall.
