Call to Order and Pledge of Allegiance
President Rita Schneider called the meeting to order at 7:34 p.m.
Rita Schneider led the Pledge of Allegiance.

Approval of Minutes
A motion was made by Richard Anstee and seconded by Brigitte O’Brien, to
approve the minutes of the meeting on January 20, 2015 with no changes. The
motion passed by a unanimous vote.

A. Local Landmarks - Eileen Mueller
150090 Local Landmarks
Request to discuss and provide a preliminary conclusion that the
property at 101 W. St. Charles Road meets one or more of the criteria
for designation as a landmark site. (DISTRICT #1)
Marcy Novak summarized the Local Landmark Committee meeting of
February 26, 2015. The Committee recommended local landmark
recognition for 101 W. St. Charles Road based on Section 32.079(C)
(1) the character, interest, or value as part of the development,
heritage, or cultural characteristics of the village and (3) the
architectural significance of a building which is at least 50 years of age
and is a good example of a specific architectural style containing
distinctive elements of design, detail, materials, or craftsmanship, or is
an example of a style which had an impact on the community. Such a
building must retain much of its original architectural integrity for
Historical Commission consideration.
Rita Schneider relayed her meeting with Tom and Margret Smith, the
property owners of 101 W. St. Charles Road regarding the ordinance
and that the Historical Commission would be required to review any
renovations to the building’s exterior only once the building is a
landmark site. The Smiths stated that they might like to install the
windows on the north side of the building. Rita confirmed to the
Smiths that restoring the building to the original appearance would be
a positive attribution and not seen as detrimental if done properly.
Lombard Town Centre are planning a fundraiser on May 9, 2015 by
offering tours of the building. Sarah Richardt interjected that the
Smiths would like to include information about their family history to be
included as part of the process of the landmark designation. Staff
indicated that additional material can be submitted as an attachment
to the application. The application will become part of the permanent
record of the legislation.
The correct name of the building was discussed by the
Commissioners. It was decided that the original name of Babcock’s
Grove House, as it was called in 1858, is the most appropriate. The
Commissioners also discussed the appropriateness of criteria #2: the
identification with a person or persons who significantly contributed to
the cultural, economic, social, or historical development of the village
of ordinance 32.079. It was decided that since Dietrich Klusmeyer, a
recent German immigrant, had the building at 101 W. St. Charles
Road constructed and operated it as the first hotel for several years

was a leading businessman in addition to being one of thirty-nine
property owners on the original plat when the charter was granted
creating the Village of Lombard.
A motion was made by Patricia Poskocil and seconded by Tom Fetters to
accept the application for 101 W. St. Charles Road with a preliminary
conclusion as a landmark site based on Section 32.079(C)(1), (2) and (3). The
motion passed by a unanimous vote.
A motion was made by Lyn Myers and seconded by Tom Fetters to approve the
lettering of the plaque to read as the previous plaques with Babcock’s Grove
House and 1858 centered under without the word constructed. The motion
passed by a unanimous vote.
The Commission directed staff to schedule the public hearing for
March 24, 2015 and the Finding of Fact meeting is to be scheduled for
April 7, 2015. The recommendation is anticipated to be forwarded to
the Board of Trustees for consideration at their April 16, 2015 meeting.
The remaining committees did not provide reports due to the meeting
being a Special Meeting for a request of landmark site designation
only.
