SPECIAL MEETING
Call to Order and Pledge of Allegiance
President Rita Schneider called the meeting to order at 7:33 p.m.
Rita Schneider led the Pledge of Allegiance.

Absent 3 - Richard Anstee, Jennifer Henaghan, and Stephanie Zabela
Also present: Tami Urish, Planner I, Staff Liaison.
Approval of Minutes
A motion was made by Lyn Myers and seconded by Brigitte O’Brien, to
approve the minutes of the meeting on January 20, 2015 with the following
changes: remove participants listed under Public Participation. On page 2,
second paragraph, replace the sentence: “The Smiths stated that they would
like to install the windows that were sealed by stonework on the north side of
the building” with “The Smiths stated that they might install the windows on
the north side of the building.” In the same paragraph replace “The Smiths” to
“Lombard Town Centre” are planning a fundraiser on May 9, 2015 by offering
tours of the building. On Page 3, first paragraph, replace the last phrase: “in
addition to being one of thirty-nine property owners to sign the charter
creating the Village of Lombard” with “in addition to being one of thirty-nine
property owners on the original plat when the charter was granted creating the
Village of Lombard.” The motion passed by a unanimous vote.

Eileen Mueller indicated that she did not get a packet mailed/delivered
to her residence however she did receive an emailed version. Staff
responded that she had requested not to get deliveries as she was
going to be out of town. Staff was not given a date to resume
deliveries and therefore will commence regular delivery for the next
meetings.
Public Hearing
150125 101 W. St. Charles Road
A Public Hearing regarding the proposed designation of 101 W. St.
Charles Road as a landmark site. (DISTRICT #1)
The Commissioners discussed the topic of landmark site designation
applying to the exterior of the building only. Rita indicated that the
intent of the ordinance in 1982 was only to pertain to the exteriors and
the interiors are not to be included unless specifically designated.
Staff was directed to prepare a text amendment to 32.079(E)(4) to
move the last sentence “Interiors of buildings are only included when
specifically designated in the siting ordinance” from under “Ordinary
maintenance” paragraph and establish this sentence as #5 of
32.079(E). This text amendment is to be discussed at the next
regularly scheduled meeting of the Historical Commission. The
Commissioners also indicated that the interiors were not intended to
be included for the past landmark site designations.
Motion to Close the Public Hearing
A motion was made by Eileen Mueller and seconded by Tom Fetters to close
the public meeting. The motion passed by a unanimous vote.
Discussion Relative to the Designation of 101 W. St. Charles Road
as a Landmark Site
Tami Urish presented the staff report, which was submitted to the
public record in its entirety. Additional research was required to verify
that criteria #2 could be applied to the designation. The person of
significance is considered Dietrich Klusmeyer as identified in the staff
report. The Commissioners discussed the questions set forth in
Exhibit B of the staff report. The answer to question #1 was decided
earlier in the meeting. The answer to question #2 was the property
owners would be required to obtain a certificate of appropriateness for
any new windows. The answer to #3 was being proactive by
memorializing the decision to allow the painted sign “Lombard Hotel”
as appropriate. The answer to question #4 was the Commissioners
agreed that changing the paint color would require a certificate of
appropriateness. The answer to question #5 was a certificate of

appropriateness would be required for signage and light fixtures.
However it was deemed acceptable that once a sign is approved with
a certificate of appropriateness, the alteration of a face panel or text
would not require a subsequent certificate of appropriateness.
Lombard Historical Commission Action

Discussion and approval of staff's written recommendation to the
Village Board regarding the designation of 101 W. St. Charles Road as
a landmark site. (DISTRICT #1)
A motion was made by Patricia Poskocil and seconded by Tom Fetters to direct
staff to prepare a written finding of fact to recommend to the Village Board for
approval by the Historical Commission at a future meeting regarding the
designation of 101 W. St. Charles Road as a landmark site for the Finding of
Fact meeting scheduled for April 7, 2015. The motion passed by a unanimous
vote.
The recommendation is anticipated to be forwarded to the Board of Trustees
for consideration at their April 16, 2015 meeting.
Adjournment
On a motion by Tom Fetters and seconded by Lyn Myers, and all were in favor,
the meeting was adjourned at 8:40 p.m.
