Call to Order and Pledge of Allegiance
Chairperson Schneider called the meeting to order at 7:33 p.m.
Chairperson Schneider led the Pledge of Allegiance.
Roll Call

Absent 2 - Eileen Mueller, and Stephanie Zabela
Also present: Tami Urish, Planner I, Staff Liaison.
Approval of Minutes
A motion was made by Commissioner O’Brien and seconded by Commissioner
Anstee, to approve the minutes of the meeting on April 7, 2015 with no
changes. The motion passed by a unanimous vote.
Public Participation
There were no members of the public present.
Chairman's Remarks
Chairperson Schneider reported that the Landmark Site designation
for 101 W. St. Charles Road was approved by the Village Board of
Trustees on April 16, 2015. The plaque to be mounted on the building
was displayed.

Reports
A. Local Landmarks - Eileen Mueller
President Schneider reported in Commissioner Mueller’s absence.
The Survey Committee has put together a list of forty additional sites
to be researched by Douglas Gilbert. The budget for this work is
$1,500.
B. Finance - Richard Anstee
Commissioner Anstee reported that the Commission is currently under
the budget projections.
C. Personnel - Pat Poskocil
Commissioner Poskocil reported with the revised staff at the muesum
of two part time employees from the previous three, Lilac Time is
expected to be a challenge.
D. Ex-Officio Report - Leslie Sulla
The Peck Letter Writing Awards presentation was held at the Peck
House in March. The top letters were reprinted in the LHS newsletter,
and the Lombardian featured the letters along with a nice photo of the
winners and Brigitte O’Brien.
Nicole and Natalie attended the Tiara presentation in March and gave
the Lilac Princesses the chance to try on the original Lilac Crown.
The Tribune, Suburban Life, Lombardian, Daily Herald provided
excellent press coverage of the Lilac Crown loan to the Driehaus
Museum. The Driehaus Museum staff also mentioned the crown with
great photos on their Facebook page.
Squirrels in the Carriage House, Natalie is working with the Village to
begin inspecting the Carriage House to see where the squirrels are
coming in, eliminate the access points and hopefully fixing the problem
with a permanent solution.
The LHS membership meeting is Saturday, April 25 at the Carriage
House. Rita and Pat will discuss the journey to get the Peck

Homestead on the Network to Freedom.
A sneak peak was held for the Civil War Reenactment at the Cottage
on April 1. Members of Stanford’s Battery came with a cannon, a
forge, and other items and interacted with the public.
Village Capital Campaign Loan, the Village was informed that the
$45,000 exhibit grant reimbursement from the state of Illinois is on
hold, so LHS is unable to repay the village this month as planned. The
Village understands the situation as they are affected by the funding
situation as well.
Commissioner Novak asked if there is a potential contract conflict
associated with work performed on the museums. Both President
Schneider and Commissioner Anstee responded that most of the work
on the museums is performed by the owner, the Village, and there is
little chance of a conflict occurring.
E. Lombard Cemetery - Tom Fetters
Commissioner Fetters reported that the Committee has not convened
recently. A mystery cleaner has been doing excellent work in the
cemetery. Commissioner Myers volunteered to write a letter to the
editor of the Lombardian to thank this individual(s) on behalf of the
Commission. On May 2, a group of boy scouts are scheduled to arrive
at 10 a.m. to clean the grounds. A 21 gun salute is planned for
Memorial Day by the VFW at 2 p.m. Representatives of the VFW
have discussed installing a plaque listing the interred veterans by war
served in for the cemetery.
F. National Register Work for Sheldon Peck Homestead
Commissioners Schneider and Poskocil will be presenting the process
at the Historical Society meeting on Saturday, April 25 at 9:30 a.m.
G. Heritage Award - Lyn Myers
Commissioner Myers plans to send a solicitation letter to the Village
Trustees requesting a nomination from their district. Public outreach
will include articles in the Lombard Pride, Lombard Historical Society’s
newsletter and Lombardian. Also, the application is available on the
Village’s website and will be included in the articles. Possible projects
for nomination and potential judges were discussed by the
Commissioners.

Planner's Report
Ms. Urish distributed copies of the revised power point program for
local landmarks. Commissioner Poskocil suggested a voice over
element for the program to be shown on Channel 6 and non-voice
over for the screen display in the Village Hall lobby. Commissioner
Myers volunteered to record the voice over element.

150178 Discussion of Proposed Text Amendments
32.079 (E) (4) Remove the sentence “Interiors of buildings are only
included when specifically designated in the siting ordinance.” Add
item number (5) to 32.079 (E) and add the sentence “Interiors of
buildings are only included when specifically designated in the siting
ordinance.” to item number (5). This amendment is to further clarify
Historical Commission’s intention that landmark site designation is to
apply to the exterior of buildings only unless specifically identified
otherwise. Removal from the paragraph titled “Ordinary maintenance”
is necessary due to the unintentional narrow interpretation of the
placement of the sentence. (DISTRICTS - ALL)
The following proposed text amendment is to further clarify the
Historical Commission’s intention that land mark site designation is to
apply to the exterior of buildings only unless specifically identified
otherwise:

Portion of Section 32.079 - Historical sites; designation and
maintenance.
(E)(1) The Commission shall have the authority to review all
proposed alterations, regardless of whether or not they require a
building permit. Alterations shall be defined as any work that results
in changes in the exterior form, shape, or appearance of a building
designated as a "landmark site" which thereby destroys its original
architectural integrity. No alterations will be made and no building
permit issued in regard to property classified as a "landmark site" to
any applicant without a certificate of appropriateness from the
Historical Commission in the following instances:
(a) Where such permit would allow the alteration or

reconstruction of any building designated as a "landmark
site";
(b) Where such permit would allow the demolition of any
building designated as a "landmark site", except that in the
event of extensive damage because of fire, windstorm, or
other natural causes, demolition shall be allowed upon the
recommendation of the Building Commissioner;
(c) Where such a permit would allow the construction or
erection of any addition to a building designated as a
"landmark site"; or
(d) Where such permit would allow the erection of another
building or buildings on property designated as a "landmark
site."
(2) The Commission, in considering the appropriateness of any
alteration, removal in part, new construction, reconstruction,
restoration, remodeling, other modification of any building requiring
a permit, shall consider among other things, the purpose of this
subchapter, the historical and architectural value and significance of
the "landmark site" or "landmark district", the exterior texture and/or
material of the building or structure in question or its appurtenant
fixtures, other buildings within a "landmark district", and the position
of such building or structure in relation to the street or public way
and to other buildings and structures.
(3) The Commission shall review an application for demolition and
have the authority to delay said demolition for a period not to
exceed six months, to enable the Commission to try to find a
purchaser or alternate use for the building.
(4) Nothing in this subchapter shall be construed to prevent ordinary
maintenance or repair of any exterior elements of any building or
structure described as a "landmark site."
Repairs shall be defined as any work where the purpose and effect of
the work is to replace damaged or defective portions of a structure
with like materials, thereby retaining the original architectural integrity.
Ordinary maintenance shall be defined as any work for which a
building permit is not required by law, where the purpose and effect of
such work is to correct any deterioration, decay of, or damage to a
structure or any part thereof and to restore the same, as nearly as
may be practicable, to its condition prior to the occurrence of such
deterioration, decay, or damage. Interiors of buildings are only
included when specifically designated in the siting ordinance.

(5) Interiors of buildings are only included when specifically
designated in the siting ordinance.
Commissioner Henaghan made a motion to recommend to the Corporate
Authorities approval of the proposed text amendment of Section 32.079 (E) as
presented. Commissioner Poskocil seconded the motion. All were in favor of
the motion.
Adjournment
On a motion by Commissioner Myers and seconded by Commissioner
Poskocil, and all were in favor, the meeting was adjourned at 8:28 p.m.
