Gerhardt Community Room Public Safety & Transportation Committee Trustee Dan Whittington, Chairperson Trustee Mike Fugiel, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, John Schwarz, Robert Corbino, Gary Cation, Jerry Schaefer and John Mullins Public Safety & Transportation Minutes October 5, 2015 Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson Whittington at 7:00 PM. 2.0 Roll Call Present 6 - Dan Whittington, Jennifer Perkins, Michael Corso, Bob Corbino, Gary Cation, and John Mullins Absent 3 - John Larkin Jr., John Schwarz, and Jerry Shaefer Staff Present: Deputy Chief Wirsing, Police Department Sgt. Grage, Police Department Asst. Chief Howell, Fire Department 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Michael Corso, seconded by Gary Cation, that the Minutes of the August 10, 2015 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business 150470 Review and Discussion of Solicitation Ordinance Corso related a recent incident with an aggressive solicitor. A neighbor told him that he called the Police because another neighbor, an elderly woman, had an issue with an overly aggressive solicitor. He added that today he checked the Spectator website and saw there were two police reports for the same type of incidents. He pointed out that there seems to be an influx of solicitors. He stated that he purchased two of the No Solicitor decals, but he wondered why the Village charges $0.50 for the signs. It seems that the Village should be giving them away. He also has one that he bought at Ace years ago, but they still knock on the door. Wirsing replied that the solicitors are supposed to abide by that, so they are in violation if they solicit there. Wirsing went on to explain that Village staff did a FAQ for residents and checked into what the Village can and can't enforce. The attorney advised that Village of Lombard Page 1 Public Safety & Transportation Minutes October 5, 2015 Committee the Village can not charge solicitation companies more than what it costs to process the application. Since the solicitors for the energy companies seem to cause the most problems we included in the FAQ where residents can call to lodge a complaint. Residents can also tell them to get off of their property. If the solicitor doesn't, then the Police Department can respond. He further explained that the Village can't regulate tactics, i.e. pushy, rudeness. Trustee Whittington added that the permits are for 30 days, one suggestion may be to only issue 15 day permits so that it would perhaps be a bit more of a hassle. Wirsing summed it up saying if there is any question about legitimacy residents should call 911. They should also never let anybody see any personal information. In his opinion, the best thing that can be done is to get the information out in the PRIDE. He added that the No Solicitors signs are very important; residents can even customize them to read No Soliciting Except for Charitable Organizations if they so desired. The Village is taking steps to get the information out, however, we can't regulate solicitors more than we already do. Chairperson Whittington added that the solicitors have to have the badge on. Corso asked if he asks a solicitor to see the badge are they required to show it. Wirsing explained that it has to be visible, so you shouldn't even have to ask, but if you do and they say no, call 911. 7.0 Other Business 8.0 Information Only 150468 Fire Department Reports/Information Several committee members asked questions regarding aspects of the report. Howell explained Incident Action Plans to the committee. They are done in conjunction with appropriate Village departments and other key participants for every public event. The plan will include a description of the incident (event), a map, personnel on duty and their cell phone numbers, etc. If there is severe weather within a 5 mile radius of the event, the event will be cancelled and evacuated. Speaking with other communities regarding their requirements, one person said that when they cancel an event they do a screen shot of their phone to document that the cancellation meets that criteria. It allows the Village to have a predetermined measure that everyone is in agreement with. That way no vendor or organizers will view it as being arbitrary. Mullins asked if Lombard does CPR certification classes. Howell answered that the Fire Department used to, but unfortunately it was Village of Lombard Page 2 Public Safety & Transportation Minutes October 5, 2015 Committee discontinued. Chairperson Whittington pointed out that that may be something that the committee could take a look at going into the next budget. It would be a great program, and if need be we could charge something for it. If we have 100 people certified our Village is that much safer. Mullins added even if it was only done once a year at the fire house. 150469 Police Department Reports/Information Corso asked if the number for DUI arrests includes people who were not convicted. Wirsing answered that it does because these numbers reflect arrests, not what happens in court. Wirsing went on to say that the Police Department is not seeing the number of DUIs that they used to see. At this last safety check there was not one DUI. Part of that is the reputation that Lombard has for DUI arrests. Cation asked if Lombard reciprocates by assisting other towns with their safety checks. Grage answered that we do. Mullins asked if we have any signs erected that say we ticket for texting. Wirsing said that we do not. Mullins said that he sees people texting all the time driving down Main Street. Whittington commented that unfortunately our method of communication is texting first and phone call second. Mullins added that it's the biggest traffic hazard out there. Whittington reminded committee members that if they have any ideas they should bring them up. Discussion ensued regarding equipment/capital purchases for the Police and Fire Departments in the upcoming budget year. 9.0 Adjournment A motion was made by Gary Cation, seconded by Bob Corbino, that there being no further business, the meeting be adjourned at 7:43 PM.
