1.0 Call to Order and Pledge of Allegiance
The meeting was called to order by Chairperson Pro Tem John
Schwarz at 7:00 p.m.
2.0 Roll Call

4.0 Approval of Minutes
A motion was made by John Larkin, Jr., seconded by Bob Corbino, that the
Minutes of the October 5, 2015 meeting be approved. The motion carried
unanimously.

150253 Wilson Avenue Parking Restriction
A resident request to install "No Parking, 9 AM - 3 PM" signage on
Wilson Avenue west of Finley Road to the Village limits. (DISTRICT
#2)
Lew reviewed the item. There is currently no parking on the north side
of the street as well as within 100' of the intersection on the south
side. Perkins commented that when she went to the site there were
vehicles parked on the north side of the street. Wirsing said PD will
check that out.
Schwarz asked how much further it is to the Village limit from the
current no parking zone. Lew answered that it is approximately 400'.
A motion was made by Gary Cation, seconded by John Larkin, Jr., that this
Request be recommended to the Board of Trustees for approval. The motion
passed by an unanimous vote.

150504 Glenview Avenue Stop Sign and Speed Limit Reduction Request
A resident request to install a Stop sign at the intersection of Glenview
and Eugenia and to lower the speed limit on Glenview to 25 mph.
(DISTRICT #1)
A motion was made by Gary Cation, seconded by John Larkin, Jr., that the
Request to install a stop sign be denied. The motion passed by an unanimous
vote.
The committee discussed the merits of lowering the speed limit if most
vehicles are not speeding anyhow. Wirsing replied that the committee
usually does not have the data to substantiate lowering a speed limit,
however in this case the 85th percentile does support lowering it.
Perkins stated that she visited the neighborhood and it seems that a
driver would be hard pressed to get up to 30 MPH. They are all dead
end streets. She further added that she has a hard time lowering the
speed limit here, when it wasn't done on the 100 block of S Highland
where it seems more needed. Schwartz remarked that the speeds on
Highland did not support a speed reduction and that there are no
sidewalks in this neighborhood, however there are on Highland.
Perkins said she would like to table this part of the request until all of
the committee members have had an opportunity to visit the
neighborhood.
A motion was made by Jennifer Perkins, seconded by Michael Corso, that the
Request to lower the speed limit to 25 MPH be tabled. The motion passed by an
unanimous vote.
150505 Yield Sign Replacement
A discussion regarding the Yield sign replacement needs in the
Hammerschmidt Elementary School area. (DISTRICT #6)
Lew reviewed the item. Staff looked at speeds, crash data and
intersection layouts. None of the intersections met MUTCD
requirements for stop signage. He went on to add that yield signs do
not have specific language in the MUTCD for usage. The staff
recommendation is to retain the yield signs.
Corso stated that he felt that the intersection of Harrison and Norbury
should be stop signs because there are not very good sight lines
there. He further commented that if the Village is going to put up two
new yield signs, might as well just put up stop signs and make these
intersections a little safer.
Cation asked if the yield signs in question were indicated by a blue dot
on the intersection. Lew answered that they are and reiterated that
the committee wanted to address the ones that were coming up for

replacement. Schwarz asked if the Police Department has any
preference. Wirsing replied that the accident data does not support
stop signs at these intersections and he would not recommend
changing all of the yield signs to stop signs, especially if it's not
supported. Schwarz commented that he thought yield signs were not
enforceable. Wirsing answered that they are enforceable in an
accident. Corso pointed out that two intersections have already been
changed to stop signs. He added that he feels that it is inconsistent
and he doesn't want to wait until there's an accident to fix these.
A motion was made by Michael Corso, seconded by Jennifer Perkins, that this
Request be recommended to the Board of Trustees for approval to replace the
Yield signs at Norbury and Harrison with stop signs. The motion passed by an
unanimous vote.

150508 Rectangular Rapid Flash Beacon (RRFB) Update
Lew gave a short update. Staff is working with the traffic signal
contractor. They will be putting in the median post this week and staff
anticipates that the RRFB will be up by the end of the year. In-house
staff will install the beacons.
9.0 Adjournment
A motion was made by Gary Cation, seconded by Michael Corso, that there
being no further business the meeting be adjourned at 7:51 p.m. The motion
carried unanimously.
