Gerhardt Community Room Public Safety & Transportation Committee Trustee Dan Whittington, Chairperson Trustee Mike Fugiel, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, John Schwarz, Robert Corbino, Gary Cation, Jerry Schaefer and John Mullins Public Safety & Transportation Minutes February 1, 2016 Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson Fugiel at 7:00 p.m. 2.0 Roll Call Present 9 - Mike Fugiel, Jennifer Perkins, Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, Gary Cation, Jerry Shaefer, and John Mullins Others Present: Reid Foltyniewicz, District 3 Trustee Asst. Chief Howell, Fire Department Sgt. Grage, Police Department 3.0 Public Participation 4.0 Approval of Minutes A motion was made by John Schwarz, seconded by John Larkin, Jr., that the Minutes of the January 4, 2016 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business 160058 16th Street Near Four Seasons Park No ParkingSignage A request to install No Parking Anytime signage on the north side of 16th Street between Finley Road and Collen Drive and to alter the existing No Parking Anytime signage on 16th Street east of Collen Drive to include three signs that are angled towards motorists. (DISTRICT #3) Trustee Foltyniewicz explained that he lives in close proximity to this area. He brought the situation to staff's attention because there has been quite an increase in vehicles now that the Park District hosts soccer on the softball fields. The neighborhood doesn't mind the traffic, but on 16th street, when turning from Finley, you are turning into a one-way situation because of cars parked on both sides of the road. Sgt. Grage added that the existing signage is not in the sign inventory, so staff is not sure when it was installed. However they face straight towards the street so motorists can not see them. Corso asked how many cars fit between Collen and Finley. Trustee Village of Lombard Page 1 Public Safety & Transportation Minutes February 1, 2016 Committee Foltyniewicz replied that 3-5 vehicles can fit on each side, but it's not about the quantity east-west, but rather the parking on both sides. A motion was made by John Larkin, Jr., seconded by Bob Corbino, that this Request be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 160059 Intersection of Grove Street and Park Avenue Request for a 4-Way Stop A resident request to modify the intersection from a 2-way Stop to a 4-way Stop. (DISTRICT #1) Chairperson Fugiel explained that this item will be discussed further after staff has had an opportunity to investigate the situation, but just wanted to let the committe know that it is coming. He added that he drove over there and it appears to him that the stop signs are very visible, but sight lines may be a problem from people parking on Park. 7.0 Other Business 8.0 Information Only 150468 Fire Department Reports/Information AC Howell stated that he mispoke at the last meeting regarding billing for excessive water for a mulch pile fire. When there are fires we estimate the usage because it is not metered. Can estimate based on flow and time flowed. For this particular fire the cost was about $400.00, however there is no Village policy to recover that money right now. AC Howell pointed out that the overall call numbers in the past have typically been about 8,500-9,000 calls per year. For 2015 they are around 6,500, but that is because the Feds require the department to comply with their means for measuring calls. If more than one station responds it used to be reported as two calls, but now it's recorded as one call. Anyone that wants to qualify for Federal dollars had to go to new accounting system. 150469 Police Department Reports/Information Sgt. Grage reviewed the reports. DUIs are down a little bit; pursuits are about the same. Corso asked how the pursuits compare to other towns. Sgt. Grage answered that Lombard's pursuit policy is a little more open, we won't chase through school zones in the middle of day, but may chase at night depending on what the violation is. Grage pointed out that the department saw a spike in the number of of DUI crashes between 11 pm -12 am. Usually these situations are higher between 12 am and 2 am. They are also seeing drugs more often. With the legalization of medical marijuana expect some challenges. Colorado saw accidents go up 400% after legalization, but in Illinois its pretty regulated. They are not allowed to refuse field sobriety tests or their card is taken away. Cation asked if they get a ticket if they test positive for marijuana. Sgt. Grage answered that impairment has to be proven and if it is, they can be charged for driving under the influence. He added that DUIs are the most litigated cases we have. General discussion ensued regarding DUI penalties. 160060 2015 Annual Pursuit Analysis Report 160061 2015 Impaired Driving Enforcement Fact Book 9.0 Adjournment A motion was made by Gary Cation, seconded by John Larkin, Jr., that there being no further business the meeting be adjourned at 7:24 p.m .
