Gerhardt Community Room Public Safety & Transportation Committee Trustee Dan Whittington, Chairperson Trustee Mike Fugiel, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, John Schwarz, Robert Corbino, Gary Cation, Jerry Schaefer and John Mullins Public Safety & Transportation Minutes June 6, 2016 Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson Whittington at 7:00 p.m. 2.0 Roll Call Present 9 - Dan Whittington, Jennifer Perkins, Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, Gary Cation, Jerry Shaefer, and John Mullins Staff Present: Chief Dirienzo, Fire Department Deputy Chief Wirsing, Police Department Sgt. Grage, Police Department Matthew Lew, Civil Engineer, Public Works Department 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Jerry Schaefer, seconded by John Larkin, Jr., that the Minutes of the March 7, 2016 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business 160183 Pleasant Lane One-Way Streets Modification A request from Pleasant Lane Elementary School to convert streets adjacent to the school into one-way streets on school days. (DISTRICT #4) Chairperson Whittington reviewed the item. There have been no comments from residents. Schaefer said that he agreed with staff. Larkin commented that these streets were previously all one way on school days, but the Village changed it. Bringing it back to this configuration will be a huge improvement. A motion was made by John Larkin, Jr., seconded by Jerry Schaefer, that this Request be recommend to the Board of Trustees for Approval . The motion passed by an unanimous vote. 160239 Elizabeth Street North of Wilson Parking Restriction Recommendation from the Public Safety and Transportation Village of Lombard Page 1 Public Safety & Transportation Minutes June 6, 2016 Committee Committee to amend the Traffic Code to restrict parking on Elizabeth Street north of Wilson due to congestion during Glenbard East High School events. (DISTRICTS #2 & #6) Sgt. Grage reviewed the item. The request came from Speak Out. He looked at it and there is definitely an issue if cars are parked on both sides of the street. The parking restriction only effects four homes and will be for the west side only. Corso asked if there are parking restrictions on Graham. Sgt. Grage replied only the school day restrictions. Corso asked if Edson was looked at. Sgt. Grage responded that he had not looked at Edson, but could. A motion was made by John Larkin, Jr., seconded by John Mullins, that this Request be recommend to the Board of Trustees for Approval . The motion passed by an unanimous vote. 160241 Modification to Vehicle Immobilization Ordinance Recommendation from the Public Safety and Transportation Committee to amend Village Code Section 72.04 (B)(4) to require that an installment payment be arranged within 72 hours of vehicle immobilization and to allow for re-immobilization if the installment agreement is not signed. DC Wirsing explained that the ordinance has been on the books for quite a while, but now that PD has started the program again flaws are coming up. Sgt. Grage explained that one of the ways an offender can get unbooted is to pay $15 per ticket and agree to set up a payment plan. However, people are not coming in then to set up the payment plan. It is a grey area whether we can boot them again or not, so that needs to be clarified. The change will include that if the offender doesn't come in and do a payment plan they will be booted again and will have to pay the full amount up front. The current ordinance also only allows 24 hours in which people need to come in to set up the payment plan. That is tight for some people and PD staff has limited work hours in which they can do this as well. We wanted to give them 72 hours to come in and set up the payment plan. DC Wirsing added that to date the PD has recovered about $4,100, but a little more teeth in the ordinance would be appropriate. A motion was made by Michael Corso, seconded by Gary Cation, that this Ordinance be recommend to the Board of Trustees for Approval. The motion passed by an unanimous vote. 7.0 Other Business Village of Lombard Page 2 Public Safety & Transportation Minutes June 6, 2016 Committee 160246 Illinois Prairie Path Crossings Update Perkins commented that the sign for the warning light on Main Street is facing the sidewalk, so people coming down the Prairie Path do not see it. She asked if it would be difficult to have an additional sign that faces the path. Lew replied that he can talk to DuPage County. Perkins explained that her other concern was that there was a woman and child hit by a car at Westmore and a bicyclist was hit at one of the trail crossings as well. DC Wirsing explained that the woman that hit the pedestrians was turning out of the parking lot next to 7-11 and was looking left when she turned right. As far as the bicyclist, it was a situation where the first car stopped, but the second car did not. He went on to say that they were two tough situations and he is unsure that a lighting system would have helped in either situation. Perkins asked if the Village should consider adding the same type of warning lights on Westmore like we have at Main. Since the dollar amount for Main Street was less are those dollars available. Lew replied that the $7,000 is already in another program as that was last fiscal year. He added that, as far crossings on Westmore, the Village is applying in the Fall for a grant to transform Westmore into a more bike friendly roadway. This is something that has been in the works for about six months as part of the Village's Bike and Pedestrian Plan. 160247 July Meeting (Cancel or Reschedule) There was a consensus that the meeting will be cancelled. 8.0 Information Only 160244 Vehicle Immobilization Program Update 160245 Countywide Records Management System DC Wirsing explained that all of the Police Departments, States Attorney's and Clerk's offices are using stand alone records systems. A few years back it was decided to look for one total DuPage County records management system and computer aided dispatch. We went out for bid, picked a vendor and are now in the process of seeing what it would cost for every deptartment to join. Since it is the entire county, the cost is significantly lower. It would allow us to easily look up records in other jurisdictions. There are a couple challenges, one being the loss of historical data. It would be tough to convert to a new system, so we would start from scratch going forward. They are going to try to spread the cost over an eight year period. It's good thing and Village of Lombard Page 3 Public Safety & Transportation Minutes June 6, 2016 Committee a long time coming. 150468 Fire Department Reports/Information Chief Dirienzo commented that to date, the call volume is ahead of 2015 by a small amount. The only recent fire of note is the two car detached garage on N. Ahrens in February. Thankfully it was daytime hours and nobody was hurt. Lombard is pretty strong town; there several large developments started or in the works. Of course the will result in more calls for service which is on the FD's mind. 70-75% of calls are EMS and of those 17-18% is retirement facilities. Cation asked about the special alarm that was called for N. Ahrens. Chief Dirienzo explained that as soon a hose hits the ground, he calls in a special alarm to ensure that Lombard stations are manned. He further explained that DuComm is going to a new computer aided dispatch system through which the closest unit will be dispatched, i.e. Addison could get dispatched to north Lombard. 150469 Police Department Reports/Information Cation asked If the Case Dispostion, cleared cases is based on the Case Activity, assigned. DC Wirsing explained that it is not, cases are ongoing. He went on to give a brief synopsis of Lombard's detectives and where they are assigned. Schwarz asked how many crossing guards Lombard has. DC Wirsing replied that crossing guards are no longer employed by the Village. They are employed by Andy Frain Services. Schwarz asked what kind of training they receive as he has seen the crossing guard at Westmore and Jackson cross kids without using the pedestrian crossing button. Corso asked why the parking tickets have tripled. Sgt. Grage answered that there are newer officers on midnight shift. 9.0 Adjournment A motion was made by Jerry Schaefer, seconded by Gary Cation, that there being no further business the meeting be adjourned at 7:45 p.m. The motion carried unanimously.
