Gerhardt Community Room Public Safety & Transportation Committee Trustee Dan Whittington, Chairperson Trustee Mike Fugiel, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, John Schwarz, Robert Corbino, Gary Cation, Jerry Schaefer and John Mullins Public Safety & Transportation Minutes March 6, 2017 Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson Whittington at 7:00 PM. 2.0 Roll Call Present 8 - Dan Whittington, Jennifer Perkins, Michael Corso, John Larkin Jr., Bob Corbino, Gary Cation, Jerry Shaefer, and John Mullins Absent 1 - John Schwarz 3.0 Public Participation 4.0 Approval of Minutes 5.0 Unfinished Business 6.0 New Business 170099 Amendments to Chapter 150.105 (C) - Fire Equipment Inspection Records Ordinance amending Title 15, Chapter 150, Section 150.105 (C) of the Village Code in regard to modifications to the International Fire Code, 2012 Edition, as it relates to fire equipment inspections records. (DISTRICTS - ALL) This item was moved from Other Business to New Business, as that is where it should have appeared originally. AC Howell reviewed the item. Every business that has a fire protection system is required by State and Local law to have the system inspected, tested and verified by a certificate. The inspection contractor would inspect the system, write up the certificate and turn it into the Village. Fire Marshall Riforgiate then would have to vet the submittal and qualify or reject it. It was a very laborious process. In 2013 FM Riforgiate found a cloud-based management system. For $5k a year this company provides the means for the contractors to submit the inspections online. The company then qualifies, vets and prompts owners for follow up inspections. Now that both technology and business models have changed the Fire Department is proposing a text amendment that will allow us to shed the cost and have it borne by the contractors. They will in turn build it into their aggregate cost, however, their obligation is still to be competitive. This proposed text amendment was already approved by Board of Building Appeals by 5-0 vote. A motion was made by Bob Corbino, seconded by John Larkin, Jr., that this Village of Lombard Page 1 Public Safety & Transportation Minutes March 6, 2017 Committee Request be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 7.0 Other Business Chairperson Whittington stated that he received a call from a resident regarding a request to install signage indicating disabled residents living on Arthur Drive. Chairperson Whittington will follow up with Public Works. 8.0 Information Only 150468 Fire Department Reports/Information AC Howell said he was contacted by a reporter from the Daily Herald regarding the deployment of the third ambulance. He wanted to know if the Village had just purchased it. We actually already have five ambulances, but we'll have three on the street now. The reporter also wanted to know what happens if they are all busy. AC Howell explained that all of the trucks have medics and are outfitted with equipment. Should a truck have to respond, they then contact a neighboring town to transport. With a third medic unit running we are less reliant on the neighbors. AC Howell also reported that the department has just transitioned over from Toughbooks to Surface Pro tablets in ambulances. The Surface Pro tablets allow for greater analytics, allows us to take cardiac information and send it more readily to the hospital and the time spent at the hospital processing reports is cut in half. The department was able to expedite the purchase by 2-1/2 years, because they were half the price, therefore there were already enough funds in the Technology Reserve Fund. The new tablets have 5 year warranties, they are better more efficient technology at half the cost. Perkins asked if there are generally two tablets at a scene. AC Howell replied that there are, one is by the driver and the other is in the box by patient care. The one up front is also used for status of vehicle; the driver just has to hit a button and Ducomm receives their status. Cation asked why the fire on Garfield was a special alarm. AC Howell explained what a special alarm is. 150469 Police Department Reports/Information Sgt. Grage spoke on several points: - There was a significant decrease in accidents in February, probably due to the mild weather. - He has been receiving quite a few emails from residents requesting Village of Lombard Page 2 Public Safety & Transportation Minutes March 6, 2017 Committee speed studies and stop signs. - April is distracted driving awareness month. Officers will look for people texting/talking on cell phones. - The department is sending two traffic oriented officers for Drug Recognition Expert (DRE) training. Once completed they will be able to act as expert witnesses. Cation asked about the nine accidents at Main and Roosevelt. Sgt. Grage replied that the Main and Roosevelt intersection has been the leader for years. The biggest cause of crashes is people rear-ending each other. He said that he looked at the intersection and the cause is not readily apparent.. Corso commented that the traffic signal for northbound Main at Roosevelt seems to be very short. During rush hour he has had to wait as long as three cycles to get through the intersection. General discussion ensued regarding Glenbard East High School parking. 9.0 Adjournment A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn the meeting at 7:25 PM.
